Mongrel (Canada)
In Canada, the term of Métis nominate the persons going down at the same time from Europeans and the Amerindians. The mongrel people are one of the three Peuples autochtones of Canada. For this reason, they have a Gouvernement and enjoy the same specific rights.
Their territory of election extends from the Ontario to the Colombia-British while passing by the Prairies and the Territoires of the North-West. One finds also communities mongrel with the the United States in the states of the North Dakota and the Montana. The mongrel Nation was born from old marriages between women Cris, Ojiboué and Saulteaux with French Canadians and English. Their history starts as of XVIème century. The Mongrels traditionally spoke the métchif (sound shift about the old masculine adjective " mestif" métsif/métchif), a Creole free-cry. Today, the Mongrels speak English mainly, but French remains largely practiced. The métchif one has tendency has to remake surface thanks to the will of the provincial mongrel Conseils after a generation of decline.
The word " mongrel " (cf mestis, mestisse, mestice, mestif, mestive, of the obsolete C-Ws communication; Spanish: mestizo, portuguais: mestiço) comes from the Low Latin *mixtīcius, of the Latin mixtus (takes part last), " mixed/mêlé" (miscere = " to mix/mêler"). He carries the same connotation like " blood-mêlé" ; alternative term in the past used remainder to indicate the Mongrels.
In Canada, according to the constitution, this term is used to qualify the descendants of the communities which live in current Manitoba along the Red Rivière and Winnipeg. The name is also used for the similar communities of the Quebec and the Labrador, although the history of these ethnicities is different from that of the Mongrels of the West.
The National council of the Mongrels defines a person as being mongrel (a Mongrel where Mongrel) if it satisfies the following criteria:
- it is identified itself as mongrel
- it counts ancestors among the historical mongrel Nation
- it is not Amerindian
- it is accepted by the mongrel Nation.
Just like the Canadian Confederation, the mongrel Nation is divided into 5 administrative areas: the mongrel Nation of Ontario, the mongrel Federation of Manitoba, mongrel Nation - Saskatchewan, the mongrel Nation of Alberta and the the Mongrel Provincial Council of Colombia-British. The National council of the Mongrels represents the interests of the Nation near the Canadian Government and to the international scales.
One estimates the number of going Mongrel from 300.000 to 700.000 or more. According to a report/ratio of Canada Statistics, the being identified number of people as Métis was of 292.310 in 2001 through Canada. The province of Alberta to the largest population (66 055), followed closely by Manitoba (56 795) and Ontario (48,345).
The Canadian Constitution recognizes the Mongrels like indigenous people since 1982. That has permi with several Mongrels to obtain win before the court for the recognition of the ancestral rights, like the right to hunting. In 2003, an ordinance of Ontario ruled that a mongrel community of Ontario had the ancestral right to drive out for its food needs, a decision perceived as a first step towards complete hunting rightses for all the community. This right was granted the unit of the Nation when the provincial governments managed an agreement with the provincial mongrel governments. The May 31st 2005, the Government of Canada and the National council of the Mongrels signed a preliminary agreement, in order to open the way with certain autonomy of the mongrel government in their territory of origin, illustrating the bonds which link the Mongrels in Canada apart from the legal field.
