Mohammed Bey
Mohammed Bey , born the September 18th 1811 and deceased the September 20th 1859 with Marsa, is Bey de Tunis of 1855 to its death.
It succeeds his cousin Ahmed I Bey the May 30th 1855. Wire of Hussein II Bey, he is an animated prince of the best intentions: he takes the route of reforms as of his accession with the throne. Thus, the September 10th 1857 takes place with the palate of the Bardo the solemn proclamation of a constitution, called fundamental Pacte, in the presence of the bey and of his ministers. This constitution founds an outline of public Droit. The preamble to this pact carries the declaration of the sovereign: The mission that God gave us, by charging us with controlling its creatures in this part of the world, imposes pressing duties and religious obligations to us which we can fill only with his only help. God is pilot that I accept his high regulations to prove that I prefer the happiness of my States to my advantage personnel.
The fundamental Pact, underlines the lawyer Nazli Hafsia, recognizes the equality in front of the law with all the inhabitants of the country (Article 3), of which tax obligation (Article 2), and the freedom of belief and worship for nonthe Moslems of which the Jews (Article 4). The text, which rejects any privilege within the nation, guarantees to all the inhabitants, some is their religion, the essential public services: safety (armed) and justice (courts specialized penal and commercial) as well as whole freedom in industrial and commercial matters as well for the subjects as for the foreigners who will want to be established and carry on activities in Tunisia with the obligation to respect the payments in force and within the framework of bilateral conventions which will also define the conditions of acquisition, by foreigners wanting to settle in Tunisia, of real goods (Article 10-11).
Less than one year later, the bey, by the Decree of the August 30th 1858, institutes the municipality of Tunis and the payment of expropriation due to public utility. The new municipal council is composed of a president, a vice-president, a secretary and 12 members chosen by the bey among the notable Moslems of the city.
Named major general of the imperial army Othoman in August 1840, it is raised by the Othoman sultan with the dignity of marshal the August 7th 1855.
Deceased after only four years of reign, it is buried with the Mausolée Tourbet El Bey located in the Médina of Tunis.
