Minority government
A minority government is, in parliamentary Régime, a Gouvernement which does not represent a absolute Majorité in Lower House (i.e. the seats of all the left Opposition joined together are more numerous than those of the party forming the government).
In general, a minority government tends to being more unstable that a majority Gouvernement, because the opposition can make constantly Tomber the government by simple a Vote from censure. Moreover, some believe that a minority government is less ascribable because the chief can dodge his responsibility by rejecting the blame on the opposition. However, a minority government tends to being less radical because it often requires compromises between the various parties in order to legislate.
