Ministry for the Health and the Social services of Quebec

The Ministry for the Health and the Social services of Quebec ( MSSS ) is the most important Québécois ministry, at least in budgetary terms. Directed by Mr. Philippe Couillard, of the liberal government of Mr. Jean Charest, the ministry is the person in charge of the organization of all the network of health (public and private) and of its orientations.

The network is directed by the minister and the deputy minister who manage the hospitals, the centers of readjustment, the centers of child welfare and youth as well as the private clinics, cabinets and private establishments of the province.

The network includes/understands 13 organizations council which have as mandate to help the minister to reach the mandates which are allotted to him. Here the principal organizations councils:

National institute of public health of Quebec (official site)

Its objective is to make progress knowledge and to propose strategies and actions in order to improve the health condition and of good being of the population.

Governed health insurance of Quebec (official site)

Its function is to maintain and improve pubic health while ensuring all the possibility of being neat and treaties free.

Office of the handicapped people of Quebec (official site)

Its mission is to take care of the compliance of the principles and the rules stated in the Law ensuring the exercise of the rights of the people handicapped for their school, professional and social integration. It must also make sure that the private ministries, municipalities and public agencies and continue their efforts in order to improve the possibilities offered to the handicapped people to be integrated fully into the life in society. The Office also takes care of the coordination of the services which concern the handicapped people and their family and evaluates school integration, professional and social of the handicapped people.

Protective of the users health social services (official site)

This organization collects and treats the complaints relating to the rights of the Inhabitants of Quebec. Its branch in the field of health deals with the rights of the users of the network of health and the social services, rights recognized by the Law on the departments of health and the social services.

18, these regional offices have as a mandate the coordination of the installation of the departments of health and the social services in their area, particularly as regards financing, of human resources and dedicated services.

Health centres and of social services/Lans of services

Paraînés by the regional offices and created in December 2003 by the Law on the development agencies of lans of departments of health and social services, the lans of services (RLS) aim to bring to make the services to the population and them closer more accessible, coordinated better and continuous. In June 2004, 95 Health centres and of social services (CSSS) were established in each of the 95 RLS of the province. The CSSS gather the various establishments of the area.

Establishments

Under the direction of the Health centres and social services, the 302 establishments of the province gather the following installations: the local centers of Community services (CLSC), hospitals (CH) and health care centres of long life (CHSLD).

Accompaniment and support centers to the complaints

18, these accompaniment and support centers to the complaints have as a mandate the assistance and the accompaniment of the users of the network of health and the social services which want to carry felt sorry for on a service that they received or should have received.
