Ministry for the Budget, the Public accounts and the Public office

The ministry for the Budget, the Public accounts and the Public office is the Ministère French charged with the budgetary function and countable of the State, as well as modernization of the public services. It was created on May 18th, 2007 starting from directions of old the Ministère of the Economy, Finances and Industry.

The minister is since May 18th, 2007 Eric Woerth.

The new ministry for the Budget was created by the decree of the May 18th 2007 relating to the composition of the government, said Gouvernement Fillon.

In particular the three countable networks depend on the State (Head office of the Taxes, Head office of the Public accounts, Head office of the Customs and Rights indirect).

Its current structure is defined by the decree of May 31st, 2007 relative to its attributions. The decree provides that “the Minister for the budget, the public accounts and the public office implements the policy of the budgetary and tax matter Government, of public office and modernization of the State”. It thus takes again part of attributions of the precedent Ministère of the Economy, Finances and Industry and is seen entrusting the mission of Réforme of the State. Having lost 90% as of his employees, this minister became the Ministère of the Economy, Finances and Employment.

Competences of the ministry for the current Budget are thus very close to those of the ministry for the Budget of the Gouvernement Balladur between 1993 and 1995, which had Nicolas Sarkozy like Minister for the budget. The budget had also been independent under the Gouvernement Raymond Barre.

Attribution

According to the decree of May 31st, 2007, the minister is qualified for:

Budget

the preparation and the implementation of the budget
control economic and financial, jointly with the Minister for the economy, finances and employment
the preparation of the finance law of the social security, in connection with the Minister for Labor, it also follows the execution
from there the pensions and the administrative management and financial of the mode of retirement of the public office of the State

Public accounts

public accounts and the field
taxes, the land register and land publicity
indirect customs and rights

It is also responsible for the general stability of the social accounting and measurements of financing of social protection.

Public office and reform of the State

The minister exerts competences as regards public office defined by the ordinance of October 9th, 1945. He also implements the policy of the government for:

public improvement and the modernization of the services
the simplification of the administrative formalities
the policy of audits and performance within the administrations

Organization

To conclude its missions, the agents of the ministry are distributed within directions on which the Minister has authority. The countable directions lay out of a network of decentralized Services: Taxes, Treasure and Customs. The minister can also lay out, for the exercise as of his missions, of services dependant on other ministry.
