Ministry for Higher education and Research

The ministry the Higher education and of Research is one of both Ministère S French charged with the education.

The current organization (May 2007)

Current the Gouvernement Fillon entrusts to two ministries distinct the organization from the teaching in France. ''' The decree of [[May 18th] 2007 bearing composition of the gouvernement' ] created two autonomous structures:

who is more specifically charged with the primary school education and the Secondary education;

is charged with the higher education and organization with the public research.

The Minister for Higher education and Research is Valerie Pecresse.

The ministry for Higher education and Research is located Rue Descartes, in the 5° district, the old buildings of the Polytechnic school. It is directed by Valerie Pécresse.

Higher education

The ministry for Higher education and Research entitles the establishments to deliver the various diplomas, which leads it to give its approval on the models of diplomas. The ministry can also grant a form recognition to diplomas delivered in private college education (one speaks about diplomas “recognized by the State”.

It is only responsible for public higher education (except higher classes of the colleges), financing the universities mainly. It finances the comparable college libraries and services. The university personnel, as well teaching as engineers, administrative and working, also belong to the ministry which recruits them and remunerates them on its own budget. However, the territorial collectivities can take part in the financing and the life of the universities.

The majority of the public corporations in scientific, cultural and professional matter (universities, national universities and almost all great establishments) are placed under the control of this ministry. It is also the case of the public corporations in scientific and technological matter, sometimes jointly with another ministry (the Santé for INSERM).

Research

The ministry for Higher education and Research coordinates the policy of research out of matter scientific and technological and implements it. It is also charged with all that relates to space.

Organization

Head office of higher education

The Direction of higher education (DGES), in charge with the development and the implementation of the higher formations (post-baccalaureat). It prepares the distribution of financial means and as a personnel of the establishments of higher education, their legal framework prepares. It is responsible for the policy of the real inheritance of higher education and ensures the preparation, the financing, the follow-up and the evaluation of the plan contracts State-areas concerning the establishments of higher education. In the international field, it defines the necessary measures in the construction of the European space of higher education, and supports the opening to international higher formations. She collaborates with the Head office of research and the innovation for the organization and the financing of the formations and doctoral schools, for which she is responsible, and for the policy of national offer of higher education and university research. She is qualified as regards university life (living conditions, professional insertion), of continuing education and college libraries. She has in load the initial training of the teachers of the first and the second degrees. She ensures the supervision of the national public corporations concerned with the minister in charge for higher education. She exerts competences reserved for the minister concerning the supervision and the definition of the teaching projects of the establishments of formation and concerning higher education other ministries.

She includes/understands:

  • service of the university research;
  • department of the formations and employment;
  • service of piloting and the contracts.

Head office of research and the innovation

The Head office of research and the innovation (DGRI) works out the policy and the orientations as regards research and takes care of its implementation. It is in charge of the budgetary programs relating to the multi-field scientific research and technological and distributes the means of research between the establishments of higher education, in collaboration with the DGES, with which it works out the policy of the formations and schools doctoral; she exerts the supervision on the research organizations (CNRS…), on the French schools abroad like on the establishments and museums concerned with its attributions; she proposes and implements the policy of diffusion of the scientific culture and technique. She works out also the technological development policy and of innovation and day before to her implementation. She takes care of the utilization of the results of the public research and the technological partnership with the companies; she ensures the supervision of the organizations dominant technological concerning the ministry; she takes part in the development of the research programs and of technological development financed by the European Union and the execution follows from there; it determines, concerning the ministry, the procedures of financing of industrial research and support for the innovation…

It includes/understands:

  • direction of the strategy;
  • the department sectoral;
  • service of the innovation and the regional action.

General inspections

The ministry has authority on the General inspection of the administration of State education and research (IGAENR)

The General inspection of the libraries (IGB) exerts a mission of control, evaluation and council near the libraries of higher education. She also exerts - in collaboration with the ministry for the Culture - the technical control of the State on the whole of the public libraries (municipal, departmental…), like on the libraries concerned with other government departments, at the request of the latter. It also takes part in the recruitment and the staff training of the college libraries.
