Ministry for Ecology, the Development and Installation durable
The ministry for Ecology, the Development and Installation Durable (MEDAD) , is a great French technical ministry, created by the decree of the May 18th 2007 relating to the composition of the government, said first government Fillon.
Creation
During the presidential campaign, Nicolas Hulot proposed to the candidates to sign his ecological Pacte. One of the 5 measurements envisaged by this text is the creation of a post of vice-premier minister in charge for the Sustainable development .Following its election at the position of president of the Republic, Nicolas Sarkozy decides to amalgamate the ministries for Ecology, Transport and the Equipment as well as part of the ministry for the Industry, whose minister is number 2 of the government.
The ministry for ecology was created in January 1971, the first minister of environment was Robert Poujade, under the government of Pierre Messmer. The ministry for the Equipment, called Public Ministry of Labor before, as for him was created in 1945 under the name of Ministère of the Rebuilding.
Alain Juppe inaugurated the post of minister of Ecology, the Development and Installation durable (minister of state) between on May 18th and on June 18th, 2007 under the first government Fillon. Under current the government Francois Fillon, the ministry is directed by Jean-Louis Borloo.
The minister and his cabinet occupy the hotel of Roquelaure, with number 246 of the Boulevard Saint-Germain with Paris; the central administration is with the Arche of Defense and the Tour Pascal, Defense, and the 20, Avenue of Ségur, with Paris, in the 7 {{E}} district.

The decree n°2007-995 of the May 31st 2007 relating to attributions of the minister of state, Minister for ecology, the development and installation durable specifies competences of the new ministry which implements the policy of the Government in the fields according to:

The ministry for the Equipment vis-a-vis decentralization
The transformation of the ministry for the Equipment is one of the direct consequences of act II of the Décentralisation. It envisages transfers of competence, services and average materials with the territorial collectivities in the fields in particular related on the roads and the great infrastructures like the ports, the airports and the ways of water. These transfers, which affect 30000 agents, also suppose an important reorganization of the decentralized services of ministry (DDE mainly).

In 2008, the budget (ordinary expenditure and operation, payment appropriation and investment) of the MEDAD will be of 20,14 billion euros.
