Minister of state
The title of minister of state is used in various countries. In certain cases, it indicates a protocolar preeminence of its holder within a Gouvernement (France, Portugal, Ivory Coast, DRC, etc). In other cases, all the ministers carry this title (Brésil). In Belgium, it is a title granted by the King to political personalities particularly deserving. Lastly, in the Principauté of Monaco and in the Scandinavian Pays it is the title given to the chief of the government (even if, into French, one translates normally the Scandinavian word statsminister by " Prime Minister ").
Algeria
Minister of state is an honorary protocolar title which marks the importance of the minister. In practice it is given to important political personalities by their weight as members heads of party of coalitions, member of the revolution or by their preponderance in the " clans" capacity.

Germany
Minister of state ( Staatsminister ) is a title given to certain parliamentary Secretaries of State, for reasons of prestige.-

This title is also used by members of the government of the Länder Bavaria and Saxony.
Belgium
The title of minister of state is an honorary title and is conferred on personalities (often political) which were shown very deserving in the public life. The attribution of the title of minister of state is the prerogative of the King; it is granted by royal decree contresigned by the Prime Minister. It is about an honorary title which has only one protocolar effect but which remains without constitutional consequences and does not give to in no case place with an financial advantage, nor with an unspecified remuneration.
The ministers of state are not, as such, members of the government and, consequently, either of the Council of Ministers but they form under the presidency of the King the Council of the Crown. When they sit within this Council, the ministers of state are only one advisory competent.
Until now the Council of the Crown met five times:

July 16th, 1870: Release of the Franco-German war
- August 2nd and 3rd 1914: Ultimatum of the German Empire to the Belgium
- May 2nd, 1919: Treaty of Versailles
- March 23rd, 1950: Royal question
- February 18th, 1960: Independence of the Congo.
At the time of the political crisis which followed the legislative elections of June 10th, 2007, the king Albert II does not join together the Council of the Crown, but receives during three days with the castle of the View-point about fifteen Ministers of state having experience in the Community crises. It was the first time of its reign which he requested officially their councils.

Brazil
In the current federal government of the Brazil named by the president Luís Inácio da Silva known as Lula , the 24 ministers of full exercise carry the title of minister of state: ministro of Estado da Justiça , ministro of Estado das Relaçoes Exteriores , etc

In Ivory Coast, in the Gouvernement Banny 1 appeared 2 ministers of state:- Minister for the rebuilding and the reintegration: Guillaume Soro (PMIC)

In the Government of Guillaume Soro figure only one minister of state, the Minister for the Plan and development: Bohoun Bouabré
Democratic republic of Congo
In Democratic republic of Congo, the function of Minister of state introduced under the Gouvernement Gizenga is connected at the station of Deputy Prime Minister such as in particular under consideration in France and with the Portugal.
France
In France, the title of minister of state was used under various modes until our days, but it corresponded to very different situations.
Old Mode
The title of minister of state appeared under Louis XIII. The ministers of state, named by Letters patent, sat at the Conseil of in-high, future Council of State. Starting from 1661, beginning of the “personal capacity” of Louis XIV, the king called who it wanted with his Council of In-high. The royal invitations were valid only for one meeting and were to thus be renewed as long as the designated person kept the confidence of the sovereign. However, the fact of being recommended once to the Council gave right this person to be called a minister of state his life during, and even of touching a pension for life of approximately 20 000 books. The ministers of state present at the Council remained very few, between three and five during the reign of Louis XIV. They also took part in the Conseil of the Dispatches.
Restoration
Removed at the time of the French revolution, the title of minister of state was ressuscity at the time of the Restauration. It was then allotted, without that being systematic, to the Ministre S left load, after their resignation. The title was primarily honorary and the fact, for the king, not to give it to a former minister, was regarded as an affront. In 1815, Louis XVIII created a Conseil private, distinct from the the Council of Ministers, and to which were to assist the ministers of state, which was not without pointing out the Ancien Mode. However, this private Council was almost never joined together. This type of minister of state resembles much to the ministers of state for current the Belgium (see higher) .
Second Empire
The situation was definitely different under the Second Empire. Napoleon III had indeed instituted a ministry of State and the minister of state was the holder of this Ministère. The ministry of State was in charge of the policy of prestige of the Empire, in particular of the organization of festivals and ceremonies. It intervened in the field of the fine arts, of the Théâtre S and of the Musée S. the minister of state was thus a minister with whole share. Achille Fould was minister of state of 1852 with 1860.
The Republic
The various republican modes took again the title of minister of state to allot it to members Gouvernement which it was advisable to honor.
Under the Third Republic and the Fourth Republic, the title of minister of state was allotted to nonpolitical personalities like writers, in order to enable them to take part in the government without having the load of a ministry. These ministers were regarded as political guarantees.

Under the Fifth Republic, the title of minister of state is used to mark significantly the preeminence of that which carries it within the government, placed by protocol at once after the Prime Minister and before the others Ministre S. the only prerogative of a minister of state is to be able to organize Interministerial meetings, normally prerogative of the Prime Minister. The title of minister of state can be allotted to an exceptional political personality (even apolitical like André Malraux), to a leader of political party or to mean that the action of its ministry is regarded as a governmental priority. There can be several ministers of state within the same government. The ministers of state are often compared with Deputy Prime Ministers.

Principality of Monaco
Minister of state is the title of the chief of the government of the principality of Monaco.

Poland
In Poland, the title of minister of state ( minister stanu ) was employed during certain periods for certain collaborators of the president of the Republic, non-member of the government (in particular at the time of the presidency of Lech Wałęsa).
Portugal
Traditionally, with the Portugal, the title of minister of state ( ministro of Estado ) is used in a way comparable with the current French use, to add a protocolar preeminence to its (or its) holder (S). There are thus two ministers of state in the government of Jose Socrates which took its functions the March 14th 2005. This title replaced that of Deputy Prime Minister envisaged by the Constitution.
Greece
In Greece, the title of Minister of state is reserved to the Government spokesman. It does not have any other wallet and does not carry any other title (unless the Prime Minister has which it differently).
