Minimum wages
The minimum wages is a minimal level of Revenu that the States decide to guarantee to all their citizens. In practice, the State supplements the incomes of the individuals until reaching this threshold. The foreigners in irregular situation are not concerned (in France in any case). Criteria of age are used (under this age, 18 years in the majority of the countries, and 25 years in France, it is considered that the parents must provide for the need for the individuals). In addition, this income is modulated according to the type of Ménage (many children). Other assistances can be simultaneously granted to the poorest citizens (in France for example, assistance with housing).
This income thus has désincitatifs effects on the will to work, for the individuals who in spite of the perception of wages would remain under the threshold of minimal income.
The concept is different from that of universal Allocation, which is, it, versed with all the citizens, whatever their incomes, their family circumstances, their professional situation and their nationality; this makes it possible to make redistribution of incomes and to remove the désincitatifs effects to work.

In France, the minimum wages are called the Minimum wages of insertion (RMI).
