Michel Foucher , born in 1946, is a Géographe and Diplomate French.
University course and teaching
Incorporated geography (1970), Doctor d' État (Sorbonne, 1986, borders of the States of the Third world ), it taught with the Université Light Lyon II, with the the Institute of Political Studies of Lyons and the Collège of Europe of Natolin (Warsaw). He currently teaches ( November 2007 ) with the National university. Its work frequently concerns the questions of States and borders, to Europe and in the world.He founded the European Observatoire of geopolitics, with Lyon, of which he is the director.
He collaborated in many numbers of the review Hérodote , directed by Yves Lacoste which was its mentor some time.

- 1998 - 2002 - To advise in load of the politico-strategic businesses to the cabinet of Hubert Védrine, Foreign Minister (Government Lionel Jospin)
- 1999 - 2002 - Directing of the Center of analysis and forecast of the Ministry for Foreign Affairs
- 2002 - 2006 - Ambassador of France in Latvia (named by the Government Raffarin).
- Since 2006 - member of the the Council of the Foreign affairs
