Michel Charzat

Michel Charzat , French politician, born the December 25th 1942 with Paris.

Mayor of the 20 {{E}} district of Paris, it is elected appointed the June 16th 2002, for XIIe legislature (2002 - 2007), in the district of Paris (21e). Elected official appointed for the 1st time in 1981, re-elected in 1986, in 1988, it resigns on March 25th, 1993, in order to let Mrs. Veronique Carrion-Bastok sit at the National Assembly. The latter resigning in 1999, Mr. Charzat is made re-elect during a by-election on December 5th, 1999 (taken function the 12/6/1999). Meanwhile, he had been senator of October 2nd, 1995 to his resignation to turn over to the Parliament.

He belongs to the socialist group. Old near to Jean-Pierre Chevènement and a long time organizer of CERES, it supported Laurent Fabius.

In March 2006, he is the only outgoing deputy to see his reserved district woman. This district - already “reserved woman” with the preceding poll - had been recovered all the same by Mr. Charzat. It then decides to be devoted to its single mandate, that of Mayor, in exchange of the promise - granted - of François Holland whom are respected the statutes of the Party, which want that the socialist candidates are designated by the militants. It supports then for its succession Sophia Chikirou, member of the National council of the PS, more the high authority of representation of the PS.

July 11th, 2006, under the pressure of the deputy inhabitant of Guadeloupe Victorin Lurel, resigning of the national office of the PS, the national office (in spite of the opposition of the fabiusiens) invested George Pau-Langevin without vote of the militants. The candidature of George Pau-Langevin was wished by Bertrand Delanoë in the name of the representation of the West-Indian community, whose electoral weight is considered to be decisive for the local elections of 2008 in Paris. Estimating itself betrayed by this decision, Michel Charzat announced that it supported the maintenance of the candidature of Sophia Chikirou, his parliamentary assistant. … finally the latter gives up even arising to the profit… Michel Charzat him. the PS excludes the deputy outgoing mayor. Michel Charzat arrives in third position at the first turn, behind the candidates of the PS and UMP. He withdraws and gives his support for George Pau-Langevin, the socialist candidate.

Biography

Born in Paris. Economist and academic. Graduate of the Institute of Political Studies of Paris in public law, doctor of sociology. Adhere to the PS since 1968, Michel Charzat quickly becomes one of the theorists of CERES (Socialist Education and Research, Studies Center). Entered at the management committee of the PS in 1973, at the executive office in 1975 and the national secretariat in 1979, he is assistant editor of the presidential campaign of François Mitterrand in 1981. He is elected appointed the same year; he will be rapporteur of the special subcommittee in charge of the nationalizations. In 1991 the Congress of the Arch takes place (of Defense). The congress is entirely devoted to the Socialist project. It aimed to erase divisions born of the congress of Rennes by gathering the militants around an ideological updating which takes account of the experiment of the capacity, the changes of the French company, the upheavals of the world after the collapse of the Communism and the war of the gulf. The step suggested by the rapporteur, Michel Charzat, is original and profitable. After having auditioned of tens of intellectuals, journalists, artists, actors of the " company civile" … a consultation associating militant and sympathizers lead to a text which is voted with the quasi-unanimity. A right of option allows a very open debate whereas alternative amendments give the opportunity to an opposition to amount (Jean-Pierre Chevènement: 11%, Julien Dray and Marie-Noëlle Lienemann: 6%). In the weeks which follow, Pierre Mauroy estimating his mission accomplished after the success of the congress of the Arch, decides to leave the direction of the party. He proposes, at the management committee, Laurent Fabius at the post of first secretary.

Michel Charzat is an elected official with the 20 {{E}} district. Elected official mayor of 20th in 1995, the voters renewed to him their confidence into 2001 at the sides of Bertrand Delanoë. It was pointed out by promotion since 1995 of devices of Participative democracy: councils of district, right of petition, concerted town planning…

The May 10th, 2007, it announces with the AFP that he would be candidate with legislative in the 21e district of Paris although the nomination of the socialist party was given to a woman, George Pau-Langevin.

At the beginning of June 2007, Bertrand Delanoë, mayor of Paris, attack in justice the dissenting Socialist Michel Charzat, candidate in the XXè district of Paris, for " improper use of sound image" on one of its leaflets.
