Michel Barnier , born the January 9th 1951 with the Mug (Isere), is a French politician, member of the UMP, and currently Ministre for Agriculture and Fishing of the Gouvernement Francois Fillon (2) since June 19th, 2007.
Operations manager with the cabinet of Robert Poujade, minister of environment (1973-1974); general adviser of Savoy, canton of Borough-Saint-Maurice (1973-1999); operations manager with the cabinet of Pierre Mazeaud, Secretary of State in charge with Youth and the Sports (1974-1976); adviser technical with the cabinet of Antoine Rufenacht, Secretary of State near the Prime Minister (1976-1977), then Secretary of State to the Trade and the Craft industry (1977-1978);
In 1978, he is elected appointed of Savoy. At 27 years, he is then the youngest deputy in the hemicycle.
As of her election with the presidency of the General advice of Savoy - in March 1982 -, Michel Barnier engages with triple Olympic champion, Jean-Claude Killy, in the candidature and the organization of the XVI {{E}} Games Olympic of Albertville and of Savoy, in 1992.
Attentive with the ecological challenge, Michel Barnier engages since 1986 a political volunteer and overall of environmental protection in Savoy. It publishes in 1990 a parliamentary report Each one for all and hundred proposals for the environment (Editions Stock - 1990). It is named Minister of environment in March 1993 and sticks during two years to a concrete and humanistic approach of ecology. Named European Commissioner on September 16th, 1999, it with the responsibility to animate the regional policy and of cohesion and is charged, in addition, of the reform of the institutions and European Convention on the future of the Union. At the time of the European Council of Laeken, on December 14th, 2001, it and its colleague António Vitorino are indicated to represent the Commission within Præsidium of Convention on the future of the Union chaired by Valery Giscard d'Estaing. Convention was fixed for objective to work out a proposal for a Constitution for the European Union, simplest and readable possible, which enables him to answer the stakes of widening while reinforcing its political dimension. It is within this framework that Michel Barnier sees himself entrusting the presidency of the work group on European defense.
In 2003 it founds a political club named “Nouvelle Republic” whose objective is to make dialog between-them them political decision makers, the heads of undertakings and the members of the civil society of all edges and to begin the French debate with the European and international ideas.
Named Foreign Minister in the third government of Jean-Pierre Raffarin the March 31st 2004, at the time of the rehandling after the defeat of the right-hand side to the regional elections of the March 21st and 28th. In February 2006, he becomes vice-president of the group Mérieux Alliance (holding gathers a whole of companies in the field of biology). At the sides of Alain Mérieux, it is charged to animate the relationships to the great international organizations of health, the economic and financial authorities, the actors of the world development. It leaves its functions in June 2007, at the time of its entry to the government.
In 2006, Michel Barnier is also special adviser of the President of the European commission, Jose Manuel Barroso. It submits on May 9th, 2006 to the European Council a report/ratio proposing the creation of a European force of civil protection.
He was member of the Groupe Amato which made it possible to write a project of the modifying Traité until June 4th, 2007.
