History and participation
Medicaid was created on July 30th, 1965 via title XIX of the Social security act. Each State manages its Medicaid personal program while the Centers for Medicare and Medicaid Services (CMS) supervise the programs directed by the states and establishes the needs necessary to the installation for the services, their quality, their subsidizing like their standards of eligibility.
The policies of Medicaid as regards eligibility, services and payments are complex and differ considerably even among the states from similar size or close relations geographically. A person who has access to Medicaid in a state it will perhaps not be in another, and the abundant services by a state can vary considerably in term of quantity, duration and extended compared to a neighboring state or of the same size. Moreover, the legislation of the states can change the criteria of eligibility in Medicaid, its services commes its refundings during the year.
The states give sometimes their own name to this program. Thus, Medicaid is called Medi-Cal in Califiornie, MassHealth in Massachusetts or Tenncare in Tennessee.Les states can join the administration of Medicaid to those of other programs like the State Children' S Health Insurance Program (SCHIP), the organizations which manage Medicaid can thus just as easily manage these other programs. One can find programs local in certain municipalities which are subsidized by the states or their subdivisions political to provide to poor and with the minors a cover health.
The states have the right not to take share with the program. However, they did everything it since the creation of AHCCCS in 1982 by the state of Arizona. Private companies of insurance are also paid by Medicaid to contribute to the Medicaid program of certain states. Other states prefer to pay doctors, private clinics or hospitals to be sure that the recipients of the program are well dealt with by the medical community.
Medicare
Medicaid and Medicare have of close relation only the name. Medicare is a program to which one has right whereas Medicaid is regarded as a form of social security (" social Welfare "). One of the criteria to profit from Medicaid is to have resources lower than the directives of the program, whereas that is not taken into account for Medicare.
Even if certain groups profit at the same time from Medicaid and Medicare, of important differences exist between the two programs. For example, Medicaid covers a broader panel of departments of health than Medicare and does not have premiums of insurance, franknesses. In 2001, approximately 6,5 million Americans was registered at the same time in Medicare and Medicaid, which is more known under the name of eligible dual Medicare.
Eligibility
Medicaid is a program managed by the states and the capacity féréral which provides a cover of health insurance to the families with low-income, to the elderly and to the handicapped people. Whereas the Congress and " Centers for Medicare and Medicaid Services" define the broad outlines and rules of Medicaid, each state sets up its personal program. Consequently, the rules of eligibility are somewhat different depending on the states although the structure is the same one in all the country.
The federal government as the majority of the governments of the states seem continuously to alter the conditions and the restrictions of eligibility. That was noted recently with the passage of the " Deficit Act" Reduction; (DRA) in 2005 which modifies the rules appreciably of them.
