Structure of group Mauritius Telecom
This national company, partially privatized, offers several services whose fixed telephony and mobile, the access to the Internet and manages centers of calls. Exits of the fusion of two paraétatiques departments, Overseas Telecommunication Ltd Services and Mauritius Telecommunication Ltd services, in 1992, Mauritius Telecom (MT) developed into multinational towards the end of the the Nineties. The company acquired shares important in the companies of national telecommunications of Burundi and Madagascar.
In order to be able to continue its progression at the regional level, the MT, its capital with a strategic partner of international level in November 2000 opened. Thus France Telecom became the owner of 40% of the actions of the company. The other shareholders being the state Mauritian to a total value of 34,45%, the commercial bank of the state (Commercial State Bank Ltd) holds 19% of the capital and the national pension fund, 6,55%. Owing to the fact that the State Mauritian is the majority shareholder in the bank and the pension fund, France Telecom finds itself as minority shareholder with the board of directors.
The group MT is a conglomerate of several companies whose owner is Sarat Lallah. This nominated policy is in station since October 8th 2005. The group being one of the florets of the national companies with Air Mauritius, the fight to reach the supreme station was hard for Mr. Lallah. Its spot is announced difficult considering the interests divergent of the two principal shareholders who are the State and France Telecom the named first was made elect on the basis of program aiming at improving the quality of the life of the Mauritians, including an access to the Internet at low prices for all, and the second aims at as fast as possible making profitable his investment which amounted with tens of million euros.
History
The first telephone line was installed to connect the residence of the General governor of Maurice, with the Reduced Castle and the Hotel of the Government with Port Louis in October 1883. The geographical insulation of the island with the foreigner ended in November 1893 with the startup of a underwater Câble connecting Maurice to the Seychelles and the Zanzibar. A second cable connecting the island to Durban, Rodrigues, the islands Coconuts and Perth entered in service in September 1901. The underwater connection with the Meeting and Madagascar materialized in September 1906. Rodrigues and the remote dependences were connected to the satellite network in 1987. The access to Internet began in 1995 following a partnership with France Telecom and the same year saw the launching of the subsidiary company Cellplus, second company of Mobile phone after the pioneer on the matter, Emtel.
In 2002, the entry in operation of the underwater cable optics SAFE, inaugurated a new surface in world Internet in the country. ADSL became a reality, but the speed of the band-width was attached with 128 Kbps at a prohibitive price.
For the first time of his history the historical operator in fixed telephony did not hold any more the monopoly of the communications, and towards outside, with the liberalization of this service in 2004. Gradually new arrivals proposed more competitive tariffs through a system of prepaid card to telephone towards the foreigner. The same year was to launch the mobile telephony of Third generation (3G), which has still evil to take off in 2006.
Competitors
The introduction of a regulating authority, ICTA (Information & Telecommunication Authority Technologies) became necessary closely connected to allocate the radio frequencies with the various operators of telecommunication. The company no matter what independent according to the legal text governing its operation, has one nominates political at its head. What does not help with its credibility of independence, considering the antecedents of political interference in similar cases. The company Emtel was the first with launching mobile telephony in the island. Other private companies offer services in the field of telephony and the Internet, of which Outremer Telecom, Yello, NOMAD, DCL, HELLO, Easycall, Net Access, Mauripost.Net amongst other things.
The dominant position of the MT group is very often to point finger by the private one. They propose the hand put of the main road group on the access abroad by satellite and the control of the SAFE. This is why the access to the Internet high banc is at a so high price, judge. For comparison, in France fixed price 20 Mbps is with approximately WALL 400 (rupees Mauritians) whereas the 128 kbps is with WALL 880 in the local supplier the least expensive. But this reason is not always valid considering the last conflict between operators in date (March 2006). Private service provider NOMAD introduced technology WiMAX in first world into the island mid- 2005. This company has just disputed price drops substantial of the high speed Internet suggested by MT, under pretext that the other companies would compete with its wireless networking with the suggested prices.
