Maty E. Foamed

Maty E.Moussa is a Magistrate Native of Niger born in 1959, Former minister for Justice Minister of Justice of Niger under the Gouvernement of Hama Amadou from September 17th, 2001 to May 31st, 2007. It occupied the position of president of the Council of Ministers of OHADA (Organization for the harmonization in Africa of the right of the businesses) in 2006 in its capacity as Minister for Justice. He was also Public prosecutor to Niamey.

Examinations and diplomas obtained

Maty obtains its certificate of elementary primary studies to Mayahi (Niger) in 1972 which is worth to him an admission with the college of mainstream education for 4 years of studies. In 1976, after obtaining the patent of studies of the first cycle with Tessaoua it is allowed with the technical school for the year 1976-1977. Thus after 3 years of studies it is sanctioned of a diploma of graduate technician to Maradi in 1980. It enters thereafter to the university of Droit of Lome (Togo), obtains its DEUG in right of the businesses (1st of the Promotion) in 1982 and its License the year according to (1st of the Promotion). Thus in 1984 Maty obtains its diploma of Matrîse in Right of the Businesses (1st of the Promotion) to the university of Lome. It makes its national civic service in 1985 (military formation and teaching of the right to the technical school ISSA BERI of Niamey) and between at the national school of the Magistrature of Paris the following year for a professional training where it obtains in June 1987 its diploma of “Excellent” Magistrat with ranking (1st of promotion).

Functions and Responsibilities

Maty is substitute of the public prosecutor to the Court of Niamey of August 1987 in February 1989, dates to which he becomes president of the detached section with Dosso of the Court of 1st Authority of Niamey. He is then President of the Court of Tahoua in November 1989 then Public prosecutor to the court of Niamey of December 1991 in March 1996. He becomes thereafter substitute of the public prosecutor at the Court of Appeal of Niamey until November 1996, then Conseiller at the Court of Appeal of Zinder, and then President of the court of criminal appeal of Court of Appeal of November 1996 in October 1999. November 1st, 1999 it occupies a post of legal adviser of the Head of the State to the presidency of Rébuplique of Niger before taking again its functions of Public prosecutor in Niamey of September 2000 in September 2001. It is named Ministre for Justice, Minister of Justice, minister in charge for the relations with the Parliament by the Prime Minister Hama Amadou at the time of the constitution of the second government of the 5th Republic in September 2001. It is carried to the presidency of the Council of Ministers of OHADA on December 2nd, 2006 for a one year mandate. It gives its resignation on May 31st, 2007 (at the same time as that of all the government) following a motion of censure deposited by the parliamentary opposition which was voted and adopted on May 30th, 2007.
