Martin Hirsch , born the December 6th 1963 with Suresnes (France), is a French politician.
Former president of Move France and of the new Agence of active solidarity, it is since May 18th, 2007 High commissioner with active solidarity against poverty, within the Gouvernement Francois Fillon.
Biography
He is the son of Bernard Hirsch, former director of the National school of the Highways Departments and the grandson of Etienne Hirsch, old general police chief in the Plan.Normalien (promotion 1983 S) and holder of a DEA of Neurobiology, Martin Hirsch is allowed with the National school of administration in 1988 (promotion Jean Monnet) then becomes at its exit to advise State.
Promoted main of the requests in 1993, he then becomes legal adviser with the National bank of health insurance of the employed persons (CNAMTS) (1990-1992) then with the ministry for Health and the Humanitarian action (1992-1993).

He also taught with the Institut of political studies of Paris between 1990 and 1997, and with the ENA in 1994.
In 1997, it enters in policy while becoming director of the cabinet of Bernard Kouchner to the secretariat of State to Health and the social action, and adviser in charge of health to the cabinet of Martine Aubry with the ministry for Employment and solidarity.
Two years later, he is managing director of the French Agence of public health of the food (AFSSA), function which he assumes until 2005, the renewal of its mandate does not wish. In this date, it reinstates the Council of State and becomes adviser of State in 2006.
President of the Central Union of the Communities Move (UCC) by 1995 to 2002, it becomes president of Emmaüs France in May 2002 and resigns on May 18th, 2007, to ensure the independence of the movement, following its nomination within the Gouvernement Francois Fillon.
It founded in January 2006, with Benoît Genuini, the new Agence of active solidarity, becomes president about it then managing director. The purpose of this agency is to implement local, experimental, innovating, original actions of fight against poverty, in partnership with the public authorities and the companies. Benoît Genuini is the current president of association.
He is member, since June 2006, of the council of orientation of the Institut Aspen France.
He is also vice-president of the ARC - Association of research on cancer, member of the Advisory committee of the High authority of fight against discriminations and for the equality (DUMP) since 2005, administrator of the European Agence of the evaluation of the drugs, member of the forum of the European Authority of food safety and the National council of fight against exclusion (CNLE).
He is named, on May 18th, 2007, high commissioner with active solidarity against the poverty of the government Francois Fillon and immediately announces his resignation of the presidency of Emmaüs France. Under this original heading, he will undoubtedly exert functions close to those of a Secretary of State. It wishes to leave the dichotomy between a left which would defend the assistantship and a right-hand side which assumed the monopoly of the effort . He is the initiator of the reform of the Revenu from solidarity activates included in the program of president Sarkozy, put before in experimentation in fourteen departments.
