Marcel Hicter
Marcel Hicter (Haneffe, on January 12th, 1918 - Momalle, on April 17th, 1979) is a Belgian politician , writer of Walloon language , Walloon socialist militant and .
Doctor in philosophy and letters (1939), it teaches with the athenaeum of Seraing of 1939 to 1944, then he becomes assistant with the Université of Liege (1944-1954). Charged with creating the National service of Youth (1946-1954), he works with the cabinet of Léo Collard of 1954 to 1958), directs the Administration of Arts, the Letters and the Popular education of 1958 to 1963. Lastly, he becomes managing director of the Youth and the Leisures of 1963 to 1979. He also teaches with the Universit3e libre de Bruxelles of 1965 to 1979 and sits, because of his cultural experiment, with the RTB near which he becomes the general government commissioner.
With others, it founds the world Parliament of Youth in 1947 then chairs the International federation of CEMEA of 1970 to 1979. He is convinced of the ideal of democratization of the culture which was the great project of this time in the progressists mediums. He had a presentiment of May 68 by stressing the participation and the democracy at the school.
Socialist, it manages to decide his party to organize cultural Assises since 1976, near to FGTB, large defender of secularity, he is also member of the Walloon National congress and the Central committee of Walloon Action of 1963 to 1964. He takes an active part in the General strike of the winter 1960-1961 and defends the Fourons. He is also writer of Walloon language.
