Mancomunidad
The mancomunidad is an administrative form of regrouping inter-commune, suitable for the Spain.
In the legal field, the mancomunidad indicates the free association of communes, in the national legal framework, creating a higher local entity to which the gathered communes delegate part of competences than the Loi allots to them. The object of such an association is of mutualiser services for all the adherent communes.
To be born, the mancomunidades must answer a certain number of criteria:

the communes must be bordering in theory;
- the laid down objective must be clearly clarified;
- a common budget, independent of that of the adherent entities, must be elaborate;
- the mancomunidad must set up bodies of management distinct from the organizations specific to common the members.
The mancomunidades enjoy a clean legal personality to fulfill the missions which are assigned to them. In theory, they are created without time limit, but some of them can the being for a predetermined time, with an aim of concluding one or more specific activities.
