Mamadou Dia
Mamadou Dia , born the July 18th 1910 with Khombole with the Senegal, is a Senegalese politician who was the first Prime Minister of Senegal.
Biography
Resulting from a family Toucouleur and sérère, with the École William Ponty (Federal Teacher training school of the AOF raises) and thus teacher, Mamadou Dia succeeds in being made elect general adviser as of 1946.Large Adviser of AOF in 1948, Dia becomes then senator of Senegal (1949-1955) then appointed, with Senghor, of the French National Assembly in 1956 (it sits within the IOM, the Independent ones of Overseas).
During this time founder in many connections, it can skilfully assist Senghor (chief of the popular Bloc Senegalese founded with him in 1948) in the efforts of propaganda in direction of the minorities non-wolofs, in particular in Casamance or in the Sérère country.
Dia constitutes with Senghor, in January 1957, starting from bps, the Parti African convention (PCA), first step towards a future African federation that many leaders call their wishes.
President of the Government council of Senegal resulting from the Loi-cadre Removes iron (adopted on June 23rd 1956) then chief of the government of the Republic sénégalaise in 1958, Dia inherits the presidency of the Council after independence (September 1960).
Specialist in the economic questions (it followed to France the courses of François Perroux), Dia sets up the first economic development plan of Senegal. He also tries to establish a laic and modern administration, not without causing some clashes with the preserving mediums. Whereas it enveniment incarnates at the top of the State a bicephalous political system - the economic policy for him, the foreign policy for Senghor - the relations between Dia and the President little by little.
In December 1962, it tries to censure the government and to paralyze the assembly. This coup attempt of State, which is not relayed by the army, falls through quickly.
Decree, translated in front of the high court of justice, Dia is condemned to the imprisonment in a strengthened enclosure with Kédougou. Grâcié released in March 1974 then, it is amnestied in April 1976, one month before the re-establishment of the multi-party system in Senegal. One of its lawyers during this period was the current president Abdoulaye Wade. It then tries to return on the political scene but the party which it founded, the popular Democratic movement, collected only little support.
