Malek Boutih

Malek Boutih , of its true name Abdelmalek Boutih, born the October 20th 1964 with Levallois-Perret, is a French politician, resulting from a family kabyle.

Biography

After studies of right to the faculty of Nanterre and ESJ Paris, it engages in the militancy and community life. It takes part in 1983 in Walk for the Equality. It enters to S.O.S Racism in 1984, becomes about it the vice-president of 1985 to 1992, founds the House of the Pals of Grigny, Banlieues association of the World (1995) as well as the Pote newspaper with Pal (1995). He was president of S.O.S Racism of 1999 to 2003. He is since 2003 national secretary of the Socialist party in charge of the security questions.

S.O.S Racism

Its mandate with the head of S.O.S Racism is marked by the creation of the Testing and the first judgments in lawsuits against the racial Discrimination S at the time of recruitment, with the housing and the entry of nightclubs. Its greater victory being surely validation of the practice of the testing by the court of appeal. In the fight against racism and its roots, it put on education and attacks the urban Ghettos with two priorities: to brew the populations and to fight against violence. Lastly, it was one of the first in 2002 to sound alarm on the rise of the Antisémitisme in France, under color of antisionism.

It gives an opinion against the Communautarisme and positive discrimination. According to him, in France, the minorities, that does not exist. The children of immigrants got a foothold in the French company. They are French. To affirm this nationality constitutes a kind of word of a political nature intended for this generation. By there, he understands to help of the young people who are French, but that one convinces, by signs that one returns to them (they are Blacks, they are Beurs…), that they are not French, even that they cannot claim with the being. According to him, it is necessary that France recognizes finally that integration indeed took place and that it is métissée. It fustigates the religious extremism.

In its mandate with the head of S.O.S Racism, it regularly carried out a combat against the Violence in the suburbs which it describes as self-destroying and nihilist in its Propositions for a true Marshall plan for the Suburbs because it prevents the emancipation of a generation and sends it to the failure. He refuses to guarantee violence as being the only exit vis-a-vis the marginalisation and prefers there the political struggles, trade-union and associative. Only the engagement of this generation will make it possible according to him to make failure with the spiral of violence and ethnic and geographical discriminations which it undergoes.

Socialist party

Member since 1986 of the Socialist party, at the end of his mandate to the head of S.O.S Racism, it is named with national management after the congress of Dijon in 2003 in the capacity as national secretary to the Security questions, function which did not exist before and without same to have exercised electoral mandates. This mandate will be renewed with the congress of the Mans (2005). It is in load of the fight against the Racisme, the Immigration, the fight against the AIDS and the fight against the Toxicomanie S.

He writes a report/ratio on the Immigration, a new immigration policy (2004), ordered by the national management of the PS in order to give an official line on the subject. Its objective is to convince the public opinion that immigration is a contribution essential in France when it is truly controlled and organized. It decides there for quotas entered in a logic of Co-development in order to create a legal die of immigration and to control the migratory flux. This report/ratio was dissimulated by the direction of the PS.

Since the congress of Mans, vis-a-vis the social crisis and identity of the country, it defends the ideal of métissée République (2005). According to him, it is the métissée Republic which must be the new flag and gather the whole of the French population. A republic which can make of this country, not that which is shown finger because there would be violences, but that which, faithful to the historical tradition, reopens a new page of its history which makes it possible to gather the people, to open a hope in the world which is another way that of the shock of civilizations, of the schedule of conditions of the religions, the shock of the differences, but rather that of the gathering of the hopes. He thinks indeed that the Republic is a concept which cannot remain fixed and which it must tighten towards an ideal which combines the tradition of what has moreover in vain in the French history, the republican history, but which also turns to the future, which assumes the place of France in the world, which assumes the new generations of French, which not assumes diversity like a handicap but like a richness.

In his report/ratio on the Drug-addiction S, Cannabis: to control the use to protect the citizens (2006), Malek Boutih preaches market recovery by the public power in order to fight against the Maffia, the cannabis being according to him the keystone of the ghettoisation and the insecurity in the popular quarters . This idea was taken up by the project of the Socialist party for 2007 pennies the form of public regulation .

Near to Julien Dray, it supports since 2006 the candidature of Ségolène Royal for the nomination PS for the French presidential election of 2007. Legislative of June 2007 in the 4th district of Charente

Malek Boutih was invested in the Fourth district of Charente for the legislative of 2007 on July 1st, 2006 at the national convention of the Socialist party.
The near total of the socialist elected officials of the department announced publicly their hostility with this candidature and their will to counter it insofar as it were about a parachuting. The 1st federal secretary had indeed organized in the district an advisory vote between Martine Pinville and Jeanne Filloux, before Malek Boutih is not invested. Indicated by the militants, Martine Pinville chose to maintain her candidature without the official support of the PS, of which it was excluded at the time of the national office of May 22nd, 2007, just like her substitute, the deputy outgoing PS Jean-Claude Beauchaud. Ségolène Royal, Malek Boutih chose as substitute, Michel Broncy, mayor of Ruelle (the largest commune directed by the left to Charente) and vice-president of the community of agglomeration of Angouleme. -->

It is eliminated as of the first turn of legislative of June 10th, 2007  : it arrives third with 15,65% of the votes (9,54% of the registered voters, whereas it is necessary to obtain 12,5% of the registered voters to be able to be maintained to the second turn), behind the UMP mayor of Angouleme Philippe Mottet (35,58% of the votes cast) and the dissenting Socialist Martine Pinville (21,04%, are 13% of the registered voters). Boutih shows by name the first secretary François Holland to have it envoy with the breakage-pipe . With the second turn, the Socialist party supports finally Martine Pinville who is elected with 57,03% of the votes.

It severely estimates to be beaten by its own party and critical the leaders of the PS which " train a coterie which does not like the company such as it is, which is not projected there and which keeps the melancholy of the years 1970. They reproach them for having flown over the debate on diversity and not to have approached it in-depth, as of other subjects which milked with the real concerns of the French: violence, work, right to the social emancipation, identity.

Other responsibilities

Malek Boutih is in addition member of the Economic and Social Council (section of the social affairs). He also exerts the function of administrator within the college of the qualified personalities of the Paris Saint-Germain.

He received the badges of knight of the National order of the Merit in 2001. In 2003, it received the price of the rogue's gallery “political revelation of the year” decreed with the Sénat.
