Majestic 12

Majestic 12 (also known under the name of Majic 12 , Majestic Trust , M12 , MJ 12 or MJ XII ) is the Code name of one supposed secret group of scientists, military chiefs and people of the government, formed in 1947 under the order of the President of the United States, Harry S. Truman.
L' objective was to inform itself on the activities of UFO, after the Incident of Roswell, where an extraterrestrial machine would have been crushed very close to Roswell, with the New Mexico, in July 1947. This group is a major element for those believing that the government knows the existence of the UFO, but does not confirm the veracity with the general public.

The controversy of Majestic 12

Without being able to prejudge question of the existence of the Ovni S, the presence of the MJ-12 among the federal institutions is in oneself very an other question. It should be noted that FBI opened an investigation on September 15th, 1988, that is to say the year following the publication of Special operations of the committee Majestic-12 . The next November 30th, the office of the special investigations of the US Air Force confirmed with the FBI that the documents were forgeries. But several authors and personalities headlights of the Théorie of the plot think that it is about a conspiracy of silence.

Supposed history of Majestic 12

To believe of them the Special operations of the committee Majestic-12 , this agency would have been founded the September 24th 1947, shortly after supposed the crash landing of Ovni to Roswell, on recommendation of Dr. Vannevar Bush and the Secrétaire to the Navy of the United States James Forrestal by a decree-secrecy - procedure of exception in the USA - of the president Harry S Truman. The goal of this agency would have been to decipher the technological principles of certain technologies, to even apply techniques known as of Rétroconception ( reverse engineering ) to the material already recovered. The first director of this agency, would have been celebrates it Vannevar Bush, doctor of the prestigious Massachusetts Institute off Technology, which occupied during the year 1947 the station of chairman of the company AT&T. The creation of this agency does not appear in any official text, nor in the Organigramme of the defense of the United States. What does not have anything astonishing with the eyes of the theorists of the plot…

The designated members of the Majestic-12 Group would have been the following:

The death of the Secretary Forrestal the May 22nd 1949 would have left a vacancy until August 1st, 1950, date on which the General Walter B. Smith would have been designated as permanent substitute.

Document concerning with MJ 12 were presented to press in June 1987 by Ufologue American William Moore, - Ufologue which was interested of close with the case Roswell and the propagating main thing of the theory of the plot and the conspirationnism -, during the annual Symposium of the MUFON (Mutual UFO Network), one of American ufologic main associations. The documents would have arrived in form microfilmed (35 Misters) in 1984 to a producing friend of Moore, Jaime Shandera. This last and W. Moore had joined in an overall search for official documents concerning the Ovni S. the film would have revealed a document of eight pages addressed to the president Dwight Eisenhower and written by the rear-admiral Roscoe Hillenkoetter. Here the transcription of the text which accompanied the revelation made to the president, of the existence of group MJ and the identity of its members, whose personality and courses will be studied front:

June 24th, 1947, a civil pilot flying above “Cascads Mountains” in the State of Washington observed nine aircraft in the shape of disc wheels in formation at very an high speed. Although it is not the first known observation of this type of objects, it was the first to monopolize also an great attention in the public mediums. Hundreds of reports/ratios of observation of similar objects followed. Much of them emanated from military sources and civil highly credible. These reports/ratios resulted from independent efforts continued by various military services to establish the nature of these objects in the interest of the National defense. A great number of witnesses were heard and there were many vain attempts at use of planes to continue in flight these discs of which much attested reality. The reaction of the public was per moments close to hysteria.

In spite of these efforts, no substantial index had been collected before a local farmer brings back the crash landing of one of these discs in a moved back area of the New Mexico, located roughly at 75 miles kilometers in the North-West of the air base of Roswell (currently “Walker Field”).

July 7th 1947, a secret operation was assembled to ensure the recovery of the remains of the machine for a scientific study. During the operation, a forwarding of recognition made the discovery of four small Humanoïde S having been apparently ejected vessel before it explodes.

Those had fallen to ground to approximately 2 miles km. site of the crash landing. The four had died and seriously broken up because of action of predatory and the exposure to the bad weather lasting approximately a week before they are discovered. A special team of scientists was charged to take along the bodies in order to study them. The remains of the wreck were also conveyed in various places. The attempt at conclusion of this group (November 30th, 1947), was that though these creatures were of appearance close to the human one, the biological processes and of evolution persons in charge of their developments were apparently completely different from those observed or postulated at the Homo-sapien S. the team of Dr. Bronk suggested the term of “Extraterrestrial Biological Entities” or “EBB” and adopted it as the standard term of reference for these creatures before a more final designation one day has suddenly been indicated.

As it was virtually certain that this aircraft was not originating in any country of the Earth, of considerable speculations were concentrated around the question of their point of origin and the average employees to traverse such distances. Mars was and remained a possibility, though certain scientists, like in particular Dr. Menzel, affirmed that we had probably business with beings resulting from very an other solar system.

Many examples of what seemed a form of writing, were found among the remains. The furnished efforts to decipher them appeared vain. Also vain were the efforts made to determine the method of propulsion or the nature of the mode of transmission of the source of energy of the vessel. This type of research was complicated by the complete absence of identifiable elements such as wings, engines, jets or other conventional methods of propulsion and guidance and it was the same concerning the total lack for metal installations, other similar and recognizable electronics component and vacuum tubes. (See appendix “F”). It was established that the unit of propulsion had been completely destroyed during the explosion which had caused the crash landing.

The need for the greatest number of additional information relating to this vessel led to the establishment of the project of the US Air Force known under the name of Projet SIGN in December 1947. In order to preserve safety, the connections between SIGN and Majestic 12 were limited to two meetings within Division Information of the Material Air Command, whose role was to let filter certain types of information by various channels. SIGN evolved/moved in Project GRUDGE in December 1948. The operation is currently being led under the name of code BLUE BOOK, with connections maintained through the US Air Force which is the head of the project.

December 6th, 1950, a second object, probably of a similar origin, ran up against the ground at an high speed in the area of El Indio Guerrero, against the border between Texas and Mexico, after having followed a long trajectory through the atmosphere. Before a research team arrived on the spot, which there remained object had been completely incinerated. The most material than it was possible to collect, was conveyed for studies to the installations of Sandia (New Mexico).

The implications on the National security are of continuous importance, with regard to the motivations and the ultimate intentions of these visitors who remain unknown. In addition, a recrudescence in the activity of monitoring of these vessels began in May, continuing all the autumn of this year and leaving think that new developments were imminent. It is for these reasons, as well for obvious international and technological considerations, as for the supreme need to avoid at all costs the panic of the public, that the group Majestic 12 decided unanimously to maintain the most strict precautions of safety, without interruptions during the various administrations…

Documents MJ continued on a memorandum with the secretary with Defense dated September 24th, 1947, signed hand of president Truman and giving him any latitude, like with the DCI and Dr. Vannevar Bush, for the establishment of the organization Majestic 12, like two memoranda gone back to 1953 and 1954 warning the Twining general of secret meetings relating to group MJ and the national security. The Truman memorandum of 1947 indicated in appendix a:

I continue to believe that any revaluation of the provisions adopted concerning this business must even remain exclusive spring of the office of the President after suitable discussions with you, Doctor Bush and the DCI off Central intelligence.

The question of the validity

Many authors had formulated the assumption, well before the update of documents MJ, that a top secret organization paragouvernementale, managed the fact UFO and the policy of secrecy on this subject. One finds trace of this idea in the book of Edward J. Ruppelt, “Vis-a-vis the flying saucers”. Lieutenant Ruppelt, born in 1922 and deceased of an heart attack in 1959, had been between 1951 and 1953, the director of the Projet Blue Book, allegedly in charge of the study of the observations of UFOs. Raised of its functions in 1953, Ruppelt endeavoured to break governmental silence concerning the subject. These remarks thus are avoided of a certain credibility, waited until it was as of the Fifties and from its functions, closely related to the phenomenon UFO. “Only one group of people had access to our files. They were not fanatics nor writers of shoddy goods, but of scientists engaged by the government: specialists in the rockets, physicists nuclear and experts of the information. It is Philip Klass, editor of the review “Skeptics UFO Newsletter” and burning denier of the fact UFO, which carried criticisms most decisive on the documents, particularly on the memorandum with the Secrétaire with Defense James Forrestal, signed by president Truman. Klass notes that on each signature of Harry Truman, “T” exceeds bottom of the text and it also notes that the president had habit to affix enough his signature far from the body text whereas these characteristics are not found on document MJ. Philip Klass finds a letter of the president thus dated October 1st, 1947, including/understanding a signature identical to that of documents MJ. The ufologist Richard D. Nolane listed some other points of details which contributed to throw discredit upon documents MJ. “it system of dating is not completely that used at that time by the soldiers base it of Roswell, Roswell Army Air Bases in 1947 then Walker Air Force Bases thereafter, is not always correctly named. it document MJ-12, supposed being intended for the new president of the United States, are of a rather neglected drafting, comprising too many typing errors. them ranks of some of the quoted soldiers are false, which appears strange in a military document. it has there no trace of an Order in Council of president Harry Truman dated September 24th, 1947 in the files of Truman Library. - According to what one learned from the crash landing of Roswell after the appearance of the documents at the end of 1984, and the research undertaken these last years on the testimony of Kenneth Arnold and others of this time, the text comprises a certain error count or inconceivable approximations in a document of this level. - Abnormal Presence of a formula of greeting in a memorandum. ”

It does not remain about it less than from many testimonys will come later on to support the theory of the military secrecy and the alleged members of the group Majestic 12 carried on really very significant activities in bond with the world of the information, the research and the development scientifico-soldier with the more high level of the State. They discovered the Cutler-Twining memorandum there. This new document made it possible to show that Twining belonged well to a named special organization MJ-12. It also implied the NSC (National Security Council), the closest advisers of the president of the United States. The editor of the review “Skeptical Enquirer”, Philip Klass, then claimed that this memo was a forgery, because the characters of the typewriter were in Pica whereas the NSC used elite types. He proposed 1000$ to me if I found at least ten documents of the same time, in Pica of the same size and coming from the NSC. He lost his 1000$. I am convinced that certain of the documents of the MJ-12 are authentic and I proved that others were false. Of course, we can only speculate in the people implied in this business. The US government is immense and the “black annual budgets” for the information reach 26 billion dollars, which leaves place for an implication of the secret services like the National Recognition Office (NRO), the National Security Agency (NSA), the CIA, Defense Agency Intelligence (DIA)… ”.

As reproduced in appendix, déclassifiés documents refer clearly to group MJ 12, but their authenticity remains prone to guarantee. The memorandum with the general Twining, dated July 14th, 1954 and signed of the special assistant of president Eisenhower, Robert Cutler refers to a briefing concerning project study special MJ-12. Lastly, a memorandum of the White House, dated June 28th, 1961 for the director of the CIA, indicates the interest of president Kennedy for the question. The memorandum is relative to the “examination of secret operations MJ-12 relating to the plans of psychological warfare GOLD WAR”. The president also claims a short summary of this file.

The Cutler-Twining documents were discovered in July 1985 with the Public records by Moore and Shandera. However, this research was not fortuitous, since the ufologists were guided by a mysterious adviser posting his councils with the four corners of the world. The Cutler-Twining memo of 1954 was thus updated between two recently déclassifiés sorters of the US Air Force although its origin is clearly different from the batch archivistic concerned. Although the US Air Force and the FBI never came to a conclusion about the authenticity of these documents, it is necessary to doubt it. How to indeed conceive, the simple presence of this document, emanating from the adviser of the US president, in a batch of military files completely foreign to the fact UFO and the fact that the memorandum could escape sagacity from the services charged with the declassification with these documents?. The extraordinary implication, as much concerning the supposed members of Majestic 12 that certain ufologists like William Moore like their advisers, seems to indicate an active presence of dispensaries of information. If the US Air Force and the government did not have anything to dissimulate referring to the recovery of an extraterrestrial technology, how then to explain its multiple denials and the incomplete presentation of the events made in the various public reports/ratios? How not to correlate various testimonys relating to the events of Roswell and the creation of the National Security Council (NSC), only nonsubjugated American agency with the provisions of the law on the freedom of the information, created on July 26th, 1947, three weeks after the alleged crash landing of Roswell and about which the ufologist Jean Sider will affirm that it is perhaps the true group Majestic 12?

The report/ratio of GAO delivers a short opinion concerning documents MJ, reflecting the assertions of various intelligence services according to which no proof would establish that these documents are authentic, without affirming however that they are not it. However, it accredits in a decisive way the theory according to which this group would have had a real existence, which still raises the question to know if, of the kind, and there while revealing on a factitious support of true information, one does not obtain the best means of neutralizing any later revelation.

“ADDITIONAL REPORT/RATIO LETTER OF GAO TO THE MEMBER OF CONGERS SCHIFF CONCERNING THE FILES DEPENDANT ON THE “MAJESTIC 12”…

In answer to your request, we requested from several agencies their opinions on the authenticity of the written documents made public presumedly allotted to Majestic 12. The origin of these documents is unknown, but it may be that they represent very classified governmental documents explaining the procedures relating to the not-identified flying objects, and the crash landing of an apparatus in the shape of disc close to Roswell, New Mexico, in July 1947.

Since the beginning of the years 1980, several federal agencies were contacted by non-governmental people and one asked them to determine the authenticity of the Majestic documents. The contacted agencies include:

It Security Office of classified information (responsible for the monitoring and the safety of the programmes of information of all agencies of the executive branch which create or store information concerned with the national security). It Office of the Secretary of the Air force, assistant for safety and the program of investigations, as well as the Public records.

These agencies answered the requests for information by affirming that their knowledge of Majestic 12 was limited to the documents which were presented to them by non-governmental people. These agencies added that they do not find a document concerning in Majestic 12 in their files. Moreover, the final decision of the agencies concerning the authenticity of Majestic 12 is only one and even answer: there is no evidence that the written documents Majestic 12 constitute real documents created originally by the executive branch. According to the Security Office of classified information and the air force, the documents Majestic 12 should not be treated as if they had been really classified by an agency of the executive branch or official government. We did not find anything in our work which can contradict the conclusions delivered by these agencies.

We also requested from the archivists libraries of Harry Truman and Dwight Eisenhower, their opinion on the authenticity of the documents Majestic 12. The archivists said to us that they received several requests for information of the public in connection with these documents these last years. In their retrievals documents related to this business, among the documents of information classified and those of the NSC, they did not find anything concerning the documents Majestic 12 or other references referring itself to it.

To finish, during our study of the documents available near the public by the Security Office of the information classified because of the requests under the terms of the law on the freedom of the information, we fell on a message dated November 17th, 1980. The message, which seems to come from the Air Force' S office off Strategic intelligence (AFOSI), of information of the air force, particularly occupied of against-espionage, contains words “MJ Twelve”. We contacted the AFOSI in order to determine the authenticity of the message of 1980. In a letter dated February 28th, 1995, the commander of the AFOSI taught us that a research in the files of this service, had not made it possible to reveal an official copy of the message. The commander also confirmed us that in relation to a preceding request under the terms of the law on the freedom of the information, the AFOSI was contacted to determine the authenticity of documents MJ. At this date, the concluded AFOSI that these messages are false.

With our sincerity, Richard DAVIS, Director, Analyst of National security”. In conclusion, the AFOSI did not deny the reality of the message containing words “MJ12” but claimed to find the trace moreover it, affirming in addition that documents MJ were forgeries. Failing to charge to the duplicity of these governmental dispensaries, the well-founded suspicions of the investigators, it remains certain that the dialectical one of communication of these agencies was without any doubt a reason not to be satisfied with these awkward explanations and one can finally, without risk to be taxed with paranoia, to wonder about the destruction of the files of the base of Roswell, those of the military police force stationed with Roswell at the time of the facts and the refusal of the Air Force to provide to GAO the copy of the report/ratio mentioning words “MJ 12”. Thus, if one can legitimately doubt the validity of these documents, which the majority of the ufologists did not fail to make, it is necessary to be more careful concerning the non-existence of this group. It should be noted, moreover, that if documents MJ proceed of an operation of misinformation, its effects were particularly operative. With the wire of the emissions with feeling on the subject and because Shandera and Moore never reflect their convictions in doubt, these ufologists were very largely ostracized until in the medium ufologic itself. In addition, these documents were used as proof with an alleged plot between the extraterrestrial ones and the government, between the hands of “ufologists” like John Lear and William Cooper, died in 2001 pennies the balls of a shooting, contributing of the kind to the posterity of movements extremists and delirious such as that known as of the “Lunatic fringe”.
