Maccarthism

The maccarthism (or maccarthysme or maccarthism ) is an episode of the American history, also known under the name of “Red Terror” ( Red Scare ), which was spread out 1950 roughly with 1956. It indicates not only the inquisitorial procedure carried out by the commission of the Senator Joseph McCarthy consisting in tracking possible agents, militants or sympathizers Communiste S with the the United States but also a political environment consisting in reducing the expression of political opinions or social considered to be unfavourable, by limiting the Civic right under the reason to defend the national security.

Context

The context of the Cold war was particularly tightened insofar as the the USSR tried out the atomic weapon in 1949, Mao Zedong arrived at the capacity the same year and the Guerre of Korea began in June 1950. A long time, the United States believed that if the Soviets had been able to manufacture a Bombe has, it was thanks to the Soviet spies infiltrated with the the United States, as the example of the husband Rosenberg shows it.

This geopolitical atmosphere caused true a Paranoïa in the American opinion, which expressed a true fear of the Communisme and Soviet Bloc. Hunting for the reds is moving and the American intellectuals, especially insofar as they have a radical past and became antistaliniens with the passing of years, put themselves to some extent at the unison with the State Department. ” According to Pierre Grémion there existed in the United States, as in Great Britain, “a tradition of collaboration of the intellectuals with the intelligence services of their country”.

Origins and installation of the McCarthy commission

In 1938, the Chambre of the representatives founds a commission on the “anti-American activities” (House Un-American Activities Committee, HUAC) which fights the influences Nazie, Fasciste and Communiste with the the United States.

The origins of what one will call the maccarthism go back nevertheless directly to 1946 when the president Harry Truman founds an ad hoc committee, charged to inquire into the honesty of the federal civils servant. It is then a question of identifying and of drawing aside the subversive civils servant, in favor of ideologies or modes known as “Totalitaire S” like the Fascisme, the Communisme or the Nazisme.

In 1947, a list of the “subversive” organizations is published by the ministry for justice. FBI collected information on the suspects. Already, during the Second world war, on the initiative of J. Edgar Hoover, it drew up lists of sympathizers of the Germany Nazi, fascistic Italy or Communism. On its side, the HUAC undertakes a vast investigation in the mediums of the cinema: the “Ten of Hollywood” were convened in 1947.

The February 9th 1950, the senator Joseph McCarthy denounces, in a speech with Wheeling (Virginia-Western), the seizure of the Communists on the State Department (there were 57 of them according to him). All those which are suspected of communist sympathies become the object of investigations, collectively named “Chasse for the witches”, of which the goal is to track the “reds”. Starting from 1951, it is not any more need for the administration to bring evidence on disloyalty of a civil servant, simple doubts can justify the revocation of the agent.

After the election of Dwight Eisenhower in 1952 and the electoral triumph of the republicans to the Congress, Joseph McCarthy is named president of the “senatorial Sub-committee of investigation permanent”. Nevertheless, President Dwight Eisenhower is hostile for him, more especially as McCarthy was caught some to the general George Marshall by describing it as traitor.

With the difference of the “Parliamentary commission to the activity not-American” and “internal sub-committee of safety of the Senate”, the committee of McCarthy concentrates on the government institutions. Procedure

Being based on denunciations, its inquisitorial activity intended to flush out possible infiltrations of communist agents in the administration extended soon to the research laboratories and Hollywood. The federal employees had to face a control of honesty threatening the career of some of them. The climate of Paranoïa was all the more heavy as the facts were more or less voluntarily deformed and amplified.

Work of the senatorial commission directed by McCarthy was based mainly on the laws concerning the high treason. On the other hand, several people were imprisoned because they considered that the commission violated freedom of expression. Indeed, to refuse to appear or to lie at a parliamentary commission was an offense.

Among the most notable cases, that of Algiers Hiss, the president of the equipment Carnegie for the international peace, which is shown in 1948 by the HUAC to have belonged to the Communist party and transmitted official documents to the Soviet Union. He is condemned for false witness, the January 21st 1950, at five years of prison.

Although the investigations of McCarthy never led to inculpations for espionage, of information recently made public indicate that some of the people that he suspected could actually have been guilty. That would have been the case of the husbands Rosenberg, shown to have revealed secrecies relating to the American atomic bomb with the the USSR, that of which they were defended. Very discussed, profiting in particular from an international campaign in their favor, their lawsuit led to their execution in June 1953. The opening of the Soviet files however seems to confirm that the Rosenberg couple, in particular Julius Rosenberg, was well an agent with the service of the Soviet Union, but they do not make it possible to affirm that they actually gave the secrecy of the bomb.

Forfeiture of McCarthy

Voices started to protest against the maccarthism. Thus in 1953, one played the part the Witches of Salem of Arthur Miller, a skew to stigmatize the policy in progress. What sounded the knell of the power of McCarthy was its decision to attack the Army of the United States where he sought to uncover a spy network. The Pentagone was defended all the more vigorously as it had the support of Eisenhower which did not support McCarthy. By comparing the intelligence of the general Ralph W. With the beginning of the year 1954, the army showed McCarthy and its adviser as a chief Roy Cohn to exert pressures for a preferential treatment towards a friend and former assistant of Cohn. Quickly, it was finished by it popularity and influence of McCarthy. To finish, the Senate addressed a blame to him the December 2nd 1954 by 67 votes against 22. It was definitively isolated of the policy. Deposed, discredited, McCarthy sank in the Alcoolisme and died in 1957 in the general indifference.

Between the only years 1947 and 1953, 26.000 employees of the federal administration are the subject of an in-depth survey. There were 7000 resignations and 739 revocations, with the reason of membership of organizations known as subversive, of sexual immorality, homosexual practice or drug taking.

“Maccarthism” in Great Britain

Even if it were always less powerful than in the United States, the “maccarthysme” started slightly earlier in Great Britain. However, with the anticipated elections of 1945, it is the Workers party which carried it largely on the worldwide. The government of Clement Attlee, of 1945 to 1951, applied an ambitious social program as well as a nationalization campaign without precedent: “At the time, reports Michel Duchein, the public opinion had the impression of a true revolution; the conservatives spoke about a sovietization, of a walk towards the Communisme”. But contrary to appearances, the Attlee government was very defying with respect to the Soviet Union and worried about the “feeling pro-Soviet of the working class”. That owing to the fact that the radical labor movements threatened the economic interests and imperial of the country which the government absolutely made a point of preserving. Peter Weiler explains that “to overcome this problematic situation the leaders of the Workers party and the Congress of the trade unions conducted an increasingly energetic campaign against British Communism and the Soviet Union”.

From 1948, the worker government firmly supported the Cold war, being made lawyer of freedom against the “Soviet Totalitarisme”, of civilization against cruelty. The campaign was conducted by the means of the Information Research Department (IRD), or “Department of search for information”. James Obelkevich thus summarized political environment in the beginnings of the cold war: “even if Great Britain were saved by excesses of the maccarthysme, the intellectual life was not less seriously affected. In the universities, the primary education antimarxism went to wonder; declared Communists were excluded from the stations or saw themselves refusing any promotion”.

Historian G.H. Bolsover, director of School off Slavonic and East European Studies, used his position to defend, in close contact with the British Foreign Office, the anticommunist cause. Thus, the communist historian Andrew Rothstein taught the Russian history in School off Slavonic and East European Studies as from 1946, until G.H. Bolsover decides to get rid of him in 1950, in order to purge the school of the “undesirable” influences. A. Rothstein was not the only Marxist to have had problems in its university career. The biographer of Trotsky, Isaac Deutscher, had to earn his living as a journalist because one refused to him the university statute appropriate to his work.

In the same way, Eric Hobsbawm raised contrast between the university merits of the Marxist economist Maurice Dobb and its relative marginality within the official academic sphere. The publication in itself could be a source of difficulties for the Marxist authors. The work of Rudolf Schlesinger on the history of the PCUS, whose drafting was completed in 1961, did not find of editor in the Anglo-Saxon field during several years. The first edition of this discussed book was carried out in Italian, in 1962.

During the Sixties and seventies, the tensions maccarthystes calmed down within the British company. On the other hand, during the years of the government Thatcher, the political climate and cultural knew a return in intensity of the pressures exerted on the intellectuals and the Communist militants. In the Gould report/ratio in 1977, the preserving were fixed like objective to limit the influence of the Marxisme in the British universities, in order to make revive the “traditional values”. Hillel Ticktin delivers an interpretation of this marginalisation of the Western Communists: “It was not the critical position of the Marxists towards the USSR which prohibits employment to them, but their critical attitude towards the american company or British. ” It was thus necessary intellectuals whom they do not attack the values of the Western capitalist company, otherwise they could be discredited politically and have professional problems. The British government, starting from the release of the Second world war, thus succeeded in associating a great number of intellectuals.

Other national laws, like the Law of South Korean national security, were interpreted like concerning the maccarthism (see Le Monde ).
