The Communauté of the agglomeration of Annecy (or C2A) is an inter-commune structure which associates the communes of the agglomeration of the town of Annecy, in the alpine department of Haute-Savoie, in the septentrional part of the south-eastern quarter of the France.
The agglomeration of Annecy is an important industrial, tertiary and tourist center. One finds there activities varied: electrical engineering and mechanical, electronic, equipment for the ski, textile and agroalimentary. Important companies have there their seat like, inter alia: Bank Laydernier, Baïkowski, Provencia, Rena, Solomon, Sopra.
The university of Annecy-the-Old man accommodates 4.000 students, a nuclear research center is installed there. Historically, one can also quote the foundry of bells Paccard, which ran Savoyard Sacred Heart and the bell of Millénium in New York.
Each year, the agglomeration accommodates on average 2 000 new arrivals, 1 300 jobs are created and 10 hectares of buildings are built. The basin annecian counted approximately 172 000 inhabitants in 2002 and 215 000 inhabitants by 2020 with a progression of displacements of 4 % per annum.
History of the agglomeration
Since the Years 1960, many communes of the agglomeration worked already together within the framework of intercommunity associations. In 1991, the fusion of three of them had given rise to the district of the agglomeration annecian in the form of a public corporation of inter-commune co-operation, qualified as regards urban displacements, of town and country planning, town planning and economic development.
Within the framework of the law Chevènement of July 12th, 1999 on the intercommunality, this structure left the place, since January 1st 2001, with the Communauté of agglomeration annecian, quickly re-elected “of Annecy”, because there were many confusions with the “community of agglomeration nancéienne”. It federated with its creation ten communes (Annecy, Annecy-the-Old man, Argonay, Notch-Gevrier, Épagny, Metz-Tessy, Meythet, Poissy, Pringy and Seynod), that is to say a surface of 95,48 km ² and a population of 124.994 inhabitants (Population without double accounts, 1999).
Since January 1st 2002, three other communes adhered to the C2A: Chavanod, Montagny-les-Lanches and Quintal, increasing its surface of 26,87 km ² and population of the agglomeration of 2,5% (either 128.128 inhabitants).
It is to be stressed that the commune of Sévrier, however nearest to the center of Annecy, does not form part of the agglomeration for political problems.

Competences
The District had already competences in the common management of the agglomeration, the transformation into C2A modified the structure of it: the agglomeration took again economic development, Community fitting-out (urban transport, environment, management of the equipment of shared interest, roadway system), the policy of the city and the social housing. But it also involved a reinforcement and an increase in these competences while integrating in its sphere of activity: culture, environment, services with the elderly, the sport, the development of communication and information technologies, the university development, but also water, household refuse and the constitution of land reserves.
These services, formerly from the competence of the communes thus passed in the hands of the agglomeration, while opening in certain cases of important political clashes of interests and of influences, it was the case in particular for water, the household refuse, the services with the elderly and the social housing.
Since 2004, the Contrat of Rhone-Alps development for the basin annecian is in preparation. This contract gathers seven EPCI S (Public corporation of inter-commune co-operation), with the Communauté of the agglomeration of Annecy, the Communauté of communes of Left bank of the lake, the Communauté of communes of the Country of Faverges, the Communauté of communes of the Spinner, the Communauté of communes of the Valleys of Thônes, Intercommunity association Alex, Balme-of-Thuy, Dingy-Saint-Clearly, and the Mixed trade-union of the Annecy Lake, is on the whole 46 communes and 176.000 inhabitants.
Budget
The initial budget 2001 of the C2A was of 160 million euros, in 2003 it was of 172 million euros.
The resources come from the single professional tax, taken on the companies, and of the total equipment of operation (DGF) granted by the State. The agglomeration transfers each year with the communes the amount of the professional tax which it perceived in the year 2000, made deduction of the cost of the transferred services. For example for all 13 commune:
- Total of the professional tax perceived in 2000: 56.217.553 €
- Cost of the transferred services, value year 2000 (the agglomeration takes responsibility for its evolution of their cost): 18.560.697 €
- Attribution of compensation transferred with the communes in 2003: 37.656.856 €
Moreover the agglomeration voluntarily transfers with the communes, an equipment of solidarity (6 202.000 € in 2003), corresponding to 50% of the increase in the DGF and 50% of the increase in the product of the professional tax, according to the following criteria of distribution:
- Population of the commune: 25%
- Operating costs of the commune: 15%
- Potential tax of the commune: 15%
- Number of social housing of the commune: 15%
- Evolution of the professional tax on the commune: 30%
The organization
The Communauté of the agglomeration of Annecy is managed by a Community council composed of 100 titular elected officials and 91 temporary elected officials resulting from the Municipal councils of common the members. The Office is directed by the President, Bernard Bosson, mayor of Annecy, a First Vice-president, Bernard Accoyer, mayor of Annecy-the-Old man and 18 other Vice-presidents.
Upstream, the files are prepared by eight commissions:

- Culture

- Economic development
- Environment
- Services with the elderly
- Sports
With the acquisition of competences, the agglomeration became an important employer, by the transfer of part of the personnel since the communes. It gathered at the beginning of 2004, nearly 840 agents.
Housing
The prices of the real estate are very high, on average for the agglomeration, 2 357 €/m ² (autumn 2003) with points with 3 427 €/m ² for a house with Annecy-the-Old man and 3 305 €/m ² for an apartment on old the Annecy - banks of the Lake (to be compared with the 2 795 €/m ² with Antibes), according to the figures of the real estate agents of the FNAIM.
Consequence of this dearness, the rate of rotation - i.e. the rate of apartment having changed of occupant - is very low to 20% (spring 2003) and the rate of vacant housings much lower still at 1,3% (the usually allowed standard as normal is of 5%). For an offer, there is about thirty requests.
Characteristic of the market, it arrives that there is often no difference between the price of the nine and that of old.

Airport of Annecy-Meythet
Officially called “Airport Annecy Haute-Savoie Mont Blanc”, it is managed since January 2007 by the General advice. The C2A takes part in the financing of the structure to height of 120.000 € in 2006.
Annecy being with more than three hours of train of Paris, this airport is viable under the current conditions, at least for the five next years. More half of the passengers are managers of companies. In 2006,63 343 passengers used the services of this airport, whose principal line is a service road since and towards the airport of Orly.
The airport of Annecy-Meythet under the current technical requirements cannot accommodate the twin-jet aircrafts higher than 100 passengers and no lengthening of the track is realizable.
In the future:
- the new A41 highway (in construction), will reduce the access time to the Aéroport of Geneva-Cointrin (50 km)
- the new line of Haut-Bugey (in advanced project) will reduce 30 minutes run time between station TGV of Bellegarde-on-Valserine and Paris,
- the Lyon-Turin new line (in advanced project), accessible to the station from Chambéry (50 km) will reduce run time towards Lyon and Paris.
New hospital
The new hospital of the agglomeration, currently in completion, should be open to spring 2008. It is established in the north of Annecy on the territory of the commune of Metz-Tessy. Conceived in the spirit of a hospital city garden, it will comprise 372 individual rooms and 143 double-bedded rooms. Inside, a central street of 240 m by 130 m, comprising 4 other superimposed streets, constitutes the principal service road starting from the general hall of reception. It is opened in the west on a garden and alternates patios and vertical crossroads of connection (open elevators and staircases). 1 251 place de parking are available of which a carpark of 374 paying.
