Lucky duckies

Lucky duckies (“lucky devils”) is a term used for the first time in a leading article of November 20th, 2002 of the Wall Street Journal, and which is relating to American who does not pay a federal tax on the income, those being below the bar of imposition (after deductions). The term took out of its initial context to become part of the terminology of the debate on the tax reforms in the United States.
