Louis Tirman , was born with Mézières the July 29th 1837, was the General governor of the Algérie which remained longest at its station. He was a partisan convinced of the settlement of Algeria by the colonists and the acquisition of the grounds for those.

Doctor in right, it was named to advise of prefecture in 1863. General secretary with Mézières in 1870. At the beginning of the Franco-German War of 1870, it was charged, by the government of National defense, the administration of the department after the death of the prefect Foy. It could organize in little time of many battalions of mobilized, of the companies of franc-tireurs, and to even melt of the gun S, although the department, invaded as of on August 1st, was almost entirely occupied by the enemy. Thanks to its energy, these impromptu troops were put in a position to oppose to the invaders a resistance to the German troops. After the bombardment of Wall, the Germans, sought the organizer of defense actively. But Tirman could escape to them by gaining, by Belgium, Givet, the last point of the department remained French. It remained there until the Armistice.

After the election of the National Assembly, Mr. Thiers, appointed it prefect. During nearly three years, Mr. Tirman could defend its managed against the requirements of the enemies, who evacuated the department only in August 1873.

Put of availability, after the departure of the Germans, by the ministry of Broglie, Mr. Tirman, in 1873, after May 24th, was appointed prefect of the Puy-de-Dôme and remained with Clermont-Ferrand until the May 16th 1877 then prefect of the Rhone delta and finally to advise State.

November 26th 1881, Gambetta entrusted the general government of Algeria to him. It allowed the adoption by the Room of the project of the 50 million, the constitution of the civil statue of Algerian, equipped Algeria with a powerful weapon to fight against the Phylloxéra.
