Louis Henri Hubert Delisle

Family origins and studies

He is the son of François Cyr Florentin Hubert de Lisle de Montfleury and of Catherine Sophie Lainé of Beaulieu.

After brilliant studies of right to Paris, it starts a political career into Of Bordeaux which will carry out it of one municipal council to the National Assembly. He marries one of his cousins creole: Amélina Pignolet de Fresne.

Political career

Installed with the Château of Bouilh, classified historic building, where it frequently received Alphonse of Lamartine, it managed itself the lasting vineyard of long years. Impassioned of policy, it was:

Of 1845 with 1848: Mayor of Saint-Andre-with-Cubzac.
1848 : Deputy of the Constituent Assembly.
1849 : Deputy of the Legislative Parliament.
Towards 1850: To advise district of Saint-Andre-with-Cubzac.
Of the February 16th 1852 with the January 8th 1858: Governor of the island of the Meeting.
1857 : Senator of the Second Empire.
Of 1870 with 1878: Mayor of Saint-Andre-with-Cubzac.
Of 1876 with 1879: Senator of the the Gironde.

Government of the Meeting

It becomes the August 8th 1852 the first creole governor of the Meeting following an order in Council of the February 16th which names it at this station. It will remain there until the January 8th 1858, date on which it is established in metropolis, where the emperor Napoleon III names it Senator the Gironde.

Many reforms will be installation, of the new institutions created, the organized prestigious demonstrations. With Hubert Delisle, the Réunion enters the era of the change. The July 4th 1853, the Banque of the Meeting opens its doors with Saint-Denis. The country has finally its finance company. This same year, the island organizes its first Colonial Exposure. Instituted by decree of the Governor, it opens his doors the October 6th in the alleys of the Colonial Garden. It replaces the " Celebrates of Travail" - established in 1848. A jury consisted the Governor rewards the best exhibitors.

In order to develop the feeling of the saving in the population, the Governor in addition creates the Precaution and Savings bank. To circumvent the difficulties of the mountain road, Henri Hubert Delisle conceives the project of the tunnel under the Cape Bernard. Its heat with work will be worth to him in less than two years to be made knight about the Legion of Honor by the Emperor and Commander de Saint-Sylvestre by His Holiness the Pope. The praises which one filled it made only stimulate the energy of the Governor.

The August 14th 1855, the Muséum of natural history is inaugurated in the presence of a host of mark general major Hay, Gouverneur of the Mauritius. The round in the island of the Gouverneur Hay is a total success. It is the golden age for the colony.

One of the burning Bonapartists, more the sympathetic nerves, exuberant and hot, such was Henri Hubert Delisle, governor of the Meeting, which for now 125 years has rested of its last sleep in the Cimetière of Chartreuse to Bordeaux, after an existence particularly filled, devoted for the greatest part to the good of its country.
