Louis Bernard
Louis Bernard , M.A. (1937, Montreal, Quebec -) was high-civil servant Québécois and a framework in a bank. It now carries out mandates for the Québécois public office.
The June 15th 2005, it announced its intention to enter the race to the leadership of the Québécois Party to replace Bernard Landry, the outgoing chief.
At the time of this race, he affirmed the August 17th 2005 that its first intention, if he entered to the capacity, would be to hold a referendum as quickly as possible: “ I do not want to control the province of Quebec, but to control independent Quebec ”.
Biography
It holds a Maîtrise in right of the Université of Montreal and a Doctorat in administrative right of the Université of London.It is in 1964 qu ' it integrates the Québécois public office. It was the Principal private secretary of Rene Lévesque when this last seized the power in Quebec in 1976. From 1978 to 1985, and 1994 to 1995, he is general secretary of the Executive council. In 1985, it governed the creation of the National order of Quebec. It also took part in the reform of the Electoral law of Quebec, just like with the development of the Law governing the financing of the political parties.
In 1987, it leaves the Québécois public office to occupy a post office with the Banque Laurentienne of the Canada, station which it will occupy during 11 years.
In 1980, at the time of a fire which destroyed all its house, it received important burns on its face. The scars are always visible in the photographs of today.
It is then consulting for the questions touching with the public office. For this reason, it controlled the file, explosive, of municipal fusions and that of the financing of public transport. It was one of the negotiator S which made it possible Quebec to sign the common approach with the In S.
In 2000, Louis Bernard is named Officier of the National order of Quebec.
Since he announced his candidature for the post of head of the Québécois Party, he received the support of the deputy pequist Camil Bouchard, of the deputies bloquists Yvan Loubier, Francine Lalonde Nicole Demers and Serge Ménard, and of the former deputies Richard Guay, Robert Burns and Lucien Lessard.
The July 28th 2005, it obtained the number of voices necessary so that its candidature is officially retained (Élection with the direction of the Québécois Party, 2005). November 15th, 2005, it loses finally the election with 5,49% is the 4th position with 5775 votes whereas André Boisclair is elected with a majority of 53,68%.
