Louis-Alexandre Expilly of Poipe
Louis-Alexandre Expilly of Poipe was born with Brest the February 24th 1743 and is the son of a captain of a frank company of the marine. His/her sister is married with Michel Behic, the mayor of Morlaix. One of his/her small-nieces is married with the brother of the general Jean Victor Marie Moreau.
He is priest, then Recteur of Saint-Martin-of-Fields close to Morlaix in the Leon (in North-Finistere). He will be one of the two deputies elected by the assembly of the Clergé of the Leon in 1788 to represent it with the General states convened by Louis XVI.
He governs the assembly Constituante, the commission of work relating to the civil Constitution of the clergy, promulgated the July 12th 1790, reorganizing the Église France, in particular by creating a Diocèse by department.
The September 30th 1790 dies the bishop of Cornwall.
Then, for the first time, the new legilsation is applied. The electorate of the Finistere, established in 1790, is convened with the Cathédrale Quimper for on November 1st, in spite of the sling of the chapter, which, in accordance with the canonical right, compensates the bishop during the vacancy of the seat. With the third turn, Louis-Alexandre Expilly of Poipe obtains 233 votes out of 380 voters (whereas Mgr Jean-François of Walk, bishop of Leon, Réfractaire taken refuge with London and not-candidate, obtains 125 votes). Expilly is proclaimed first constitutional bishop of France. He is crowned bishop with Paris by Talleyrand, itself bishop of Autun.
Stopped in 1793, included in the business of the Of Gironde, it is guillotine the May 22nd 1794 with Brest. The episcopal see of Cornwall remained vacant during 4 years.
