Communal properties

The town hall

Fanyau castle and park François-Mitterrand, 155, rue Roger-Salengro. The property was acquired by the town of Madeleine Fanyau, wife of Maurice Delacre (Delacre cookie factory), the December 29th 1920 (main Delaroière with Ascq). It was only heiress of its father Oscar Fanyau. Most of the property was joined together by Auguste Bernard (separated from body of Clemence Renard by judgment of the civil court of Lille on August 29th 1857), manufacturer, former mayor of Hellemmes (see the chapter relative to the former mayors), by means of several purchases:
  • the first part of Pauline Leclerc, widow of Jean Schwingend, the August 29th 1862 (Reuflet in Lille). The house of Master to have bought it with Emile O' Delant, husband of Louise Breach and former mayor of Hellemmes, the November 2nd 1868 (Genevese in Lille).

  • Second part of Louis Lepoutre, husband of Augustine Hennion on February 1st 1868 (main Danel in Lille).
  • Third part of Henri Samain, husband of Adelaide Plouvier the February 26th 1878 (main Vanhaeck with Ascq).

The goods of Auguste Bernard, died in Hellemmes on November 3rd, 1889, passed to his/her sister, only heiress: Elects Bernard, wife of Jean Devemy following act of notoriety dated November 18th, 1889 (Ducrocq in Lille). This part, including/understanding the house of Master, was sold in Oscar Fanyau, then widowed of Marie Bricout, the September 15th 1894 (Dumont with Ascq).

Oscar Fanyau also acquired the remainder of the property of:

  • Augustine Hennion, widow of Louis Lepoutre, the December 4th 1899 (Valenducq with Lannoy)
  • Louise Stops, widow of Louis Leuridant, the March 29th 1900 (Dumont with Ascq).

The old town hall

Building built towards 1905, place of the Republic, Marcellin Krebs being mayor. The building considered will be actually used as a town hall until April 1921, date on which the municipal services will be transferred to the Fanyau castle. Thereafter, various associations as well as the police station will be lodged there.

The property had been allotted to Antoine Desruelle (husband of Rosalie Testelin, died in 1852) in consequence of the death of his/her father, François Desruelle and donation by his mother, had been born Sophie Fry. The division of the goods, made with his/her Adolphine sister took place the March 29th 1873 (Reuflet with Ascq).

Mr. and Mrs. Desruelle-Fry had acquired of this ground during their marriage of Augustin Lepoutre, farmer with Hellemmes, Louis Lepoutre, farmer with Hellemmes and of Henri Bourbotte, farmer with Bachy husband of Catherine Lepoutre, brothers and sister the 1858 (Reuflet with Ascq).

The property thus came in the hands from Rosalie Testelin, widow of Desruelle, and their children:

  • Louis, farmer at Annapes,
  • Paul, farmer at Annappes,
  • Rosalie, wife of Théodule Guisgand, brewer with Raismes,
  • Jean Baptist, husband of Marguerite Libert, farmer with Gruson,
  • Rene, husband of Héléna Derret, farmer with Anstaing,
  • Marthe, wife of Charles Lavechin, brewer with Wallers,
  • Jeanne at Annappes (inventory of June 13rd, 1881).
The grounds forming the small place behind the current building were bought by the city the July 29th 1920 (Delaroiere with Ascq) This part included/understood several pieces sold in four parts by:
  • Rosalie Desruelle widow of Emile Guisgand
  • Jean Desruelle Baptist, husbands of Marguerite Libert, farmer with Gruson
  • Rene Desruelle, trader, mayor of Year
  • Louis Deffontaine, husbands of Marie Spriet who acquired their batch of Marthe Desruelle, wife of Charles Lavechin the May 17th 1909 (Dumont with Ascq).
The Desruelle family members, salesmen, had founded the particular civil society “the Desruelle family in company of grounds to be sold”. The origin of former property is such as for the ground having been used for construction of the old town hall.

Municipal workshops

101-103, rue Roger-Salengro. The old municipal workshops which were located at the site of the current Hentgès place were destroyed during the bombardments of 1943 (as well as the houses in face with street, of which that of Doctor Decousser), and had been transferred in the buildings from the Yon factory. The grounds of the current Hentgès place had been had a presentiment of for their rebuilding. In front of the insufficiency of the appropriations being able to be granted, the municipality decided to by amicable agreement acquire the building of Roger Kapp, industrialist in mechanics, and of his wife born Yvonne Fibvre on April 24th, 1953 (Nicolas, Bridge-of-Taxable quota 44). The property had been acquired by the salesmen in two parts:
  • the first, is the buildings by purchase of Marcel Desailly, conveyer, and of Marguerite Bonnemain, his wife, on November 16th, 1941 (Carbonnier, Lome); before, this part had been bought with Emile Colmant, master joiner, the September 24th 1930 (Piat, Lille);
  • the surplus, is the ground, of Theodore Delecourt, employed, and of his wife born Marthe Lepez, the 7 and August 9th 1947 (Ibled, Lille).

The Léo-Lagrange room

Old cinema “Kursaal” bought by the city in 1975 to be used as theater. At the beginning of its establishment with Hellemmes, the Léo-Lagrange club had its seat there. A general restoration to make true a salme of it spectacle is planned for 2005.

The Fénelon appendix

Rue Faidherbe. Building with use of school built before 1905 and including/understanding three classes. There exists in town hall a plan, not dated, established by the cabinet E. Lebrun, industrial expertises, 55, place de l'Hôpital-Militaire in Lille. It very quickly was used as hall sports, also rented for receptions (because of its proximity with the Saint-Denis church). The building was demolished in 2000 at a cost of: 146000 francs. The commission of the Environment, joined together on September 22nd, 2000, wishes, for this space, a landscape installation with installation of benches. To note that the walls were assembled on part of the old cemetery and part of the old church. An archaeological survey was carried out by the department in June and July 2001 (see the chapter relating to the Saint-Denis church).

The Library

2, place Hentgès. Building builds at the latest towards the end of the 19th century with certain materials of re-employment of which timber. To note that the frame, of origin, was very pinned wood, the reinforcements nails and irons are later. The walls are known as with error of Spanish construction (of the stony beds calcareous inserted with bricks). These last materials are local: stones of Lezennes, bricks of Hellemmoise manufacture.

The room is an old forging mill, bought in December 1989, with scission of cadastral piece, in Alain Sajot, modified in 1990 to be used like art gallery, dependant on the Léo-Lagrange club (at a cost on approximately: 460000 francs). In the beginning, the art gallery was in the prefabricated buildings located in the old Fénelon school; Mrs. Windels, wife of Pierre, former assistant, directed it. It already had thus been transferred once. It definitively ceased functioning in June 1997, Miss Cerisier while being it responsible. The suspension of this activity comes primarily from a problem of people. Indeed, according to the president of the Léo-Lagrange club, Miss Cerisier would have believed owner of the activity and did not make any account, even financial.

It was refitted to be used as library: creation of medical, replacement of the staircase, heightening of the ground (approximately 50 centimetres, tiling assembled on jacks). The transfer of the activity “library” was made in the current of the last quarters 1997. The labor costs of transformation rose with: 376842.80 francs. Created in 1911, seems it within the framework of what one would now call an continuing education (though rather social and trade-union), it included/understood only works that one would now call educational type or of morals. The First World War was to put it in sleep until after the Second world war. In some forty years, the library, as a municipal service, moved four times: room Jean-Jaurès (old town hall), stage of the city hall annex (first part of what currently shelters the service animation, behind were the files), buildings of the Léo-Lagrange club, finally, old gallery of exposure of works of art (gallery of the Acacia) which were removed.

The center Gustave-Engrand (Guinguette)

The first part of the unit, is a house of Master, a pigsty, a house of caretaker, the whole built on a ground of almost a hectare and half was bought with Mr. Delabarre by the city by act signed on June 14th, 1930, Désiré Therby being mayor. The ground belonged to Georges Delabarre widowed of Julie Ogié
  1. left in joint possession with Lucie Ogié marries of Alidor Merland, Emile Ogié husband of Marie Dubois, Elisa Ogié marries of Paul Leschaeve and Eugenie Ogié, brothers and sisters, like having inherited their parents, Philibert Ogié husband of Faithful Vandenabeele (both died in 1915).
  2. the remainder having bought it during the community of goods with Miss Céline Decourchelle like part having been allotted in succession his/her parents Élie Decourchelle (death with Hellemmes in 1909) husband of Joséphine Dassonville (dead with Hellemmes in 1893), the latter having made set up constructions. This part had been allotted to Céline Decourchelle against fire his/her brother Jules represented by his children, Paul, Jean, Etienne, Suzanne and Maurice.
At the time of the last war, hutments were installed on the ground to lodge the disaster victims families.

The municipal services were transferred in the principal building from the close property in 1942, which had been called “observation sanatorium” then “hearth of the apprentices”.

The release of these hutments was carried out by creation, in 1966, of the Social program of rehousing (street Pierre-Curie). The hutments were used then as outdoor center, arranged by construction in 1968 of a sports hall, in 1976 of a basin of initiation.

The replacement of the decayed hutments by more functional buildings was carried out in 1974, 1977, 1979 and 1981. In 1976, 234, rue Jacquard, being next to the property, was bought with the Allowance office family, buildings demolished in 1977.

The name of Gustave-Engrand center was given to him in 1979. It is about Gustave Engrand wire, assistant of Hellemmes during eighteen years, and not of Gustave Engrand, former mayor, whose street bears the name.

Sports complex has. - Cornet

In the beginning, the funds consisted of working gardens and the old football field, created in 1962 on a purely provisional basis (retained for the construction of THESE Saint-Exupéry). The locality was called Gerard camp. The plans, of May 6th, 1970, are due to Guy and Albert Fauchille, architects with Hellemmes. Thereafter, of new modules were added. The whole of the complex integrates a swimming pool, courts of covered tennis, football fields (two of 105 m × 68 m), that is to say a ground of honor and one out of schist, a gymnasium known as of type C, finally, a certain number of parking spaces. In 2001, a new sports hall, with launching pad, is considered.

New sports hall

The installation of the first stone is of March 9th, 2002. The project superintendent is the cabinet Otton, Sanchez, Loiez (represented by Mr. Loiez), of Lambersart.

The Delannoy room

Sports hall built in 1971 by BSM Constructions Industrialized (of Paris) within R. Mouraux and A. Fauchille, architect with Hellemmes. The value estimated in 1968 was of: 848975.00 francs for the room and: 43150.00 francs for the platforms.

Covered tennis and the club house

It is about the construction of a room to cover three courts of preexistent tennis. Work took place in 1989, with, officially, the financial participation of Tennis club hellemmois. Were installation twenty parking spaces; it was necessary to move line EDF; the demolition of twenty poplars was refused. The financial estimate for principal work was assembled to: 2215000 francs, with requests for subsidies in the State (: 150000 francs), at the general advice (: 50000 francs) and with the area (: 15000 francs). A convention of use was passed with Tennis club hellemmois for one twenty years duration.

The Swimming pool Sunflower

Built in 1981 under the responsibility of G. and A. Fauchille, architects with Hellemmes.

The space of the Acacias

During the study of a plan of refitting of the center town, the difficulty of public equipment arose. In 1982, a project of sociocultural center was to be integrated within this framework. A study of the Chamber of commerce and industie highlighted the occasion of the opening of a market hall (1987). The elaborate project two years associated later there, on the floor, a versatile room. The market hall thus opened its doors on November 2nd, 1993, starting painfully with fifteen tradesmen installed. At the end of May, were registered two fishmongers, a baker and confectioner, two confectionery-cookie factories, five tradesmen of fruit and vegetables, a butcher porkbutcher, a tradesman in exotic dishes, a dairyman, a shoe-maker, two sites remained to be distributed including one reserved for a butcher's and pork butcher's shop. The municipality then decides to grant certain advantages: exemption of the loads of rent for December and November, implemented of a programme of animation in the same period, promotion of the establishment. For as much, the majority of the tradesmen cease their activities as of January 1994; in May, there remained about it nothing any more but four, in June, one. The establishment was to close for July.

The ground floor of the room was to make place in a showroom, a kitchen, a halt nursery. Labor costs:

The LCR

Place des Tisserands. Built for the SCI Guinguette by the company Fauvel Habitat of Wasquehal; architects Guy Fauchille and Philippe Guittard d' Hellemmes.

The Engine

Angle of the streets Ferdinand-Mathias and Jean-Jaurès. It is of type 144, manufactured with Fives in 1937. It was bought by the company of the Mines of Aniche, then by the Collieries of the Nord-Pas-de-Calais and was used in Douai (Northern) with the deposit as Gayant.

It returned in Aniche in 1950 and was withdrawn with the pit of Wallers-Aremberg (Northern) then of Old man-Cop (Northern) until in 1982. It was then transported to the deposit of the Railroad of Anzin with Bruay-on-the Scheldt. While finishing its career with Hellemmes, it returns to its starting point. A repair has being carried out in 1996.

Its characteristics are:

The Power hammer

Formerly installed in the old workshop of the forging mills of F.C.B., it goes back to 1870. Its interest relates as well to the history of the metallurgical technique as on its scarcity (There would exist only four specimens of this material). It was classified in the technical and industrial inheritance of the historic buildings on November 3rd, 1986. Mechanical machine of forging acting by shock and functioning with the vapor or by Compressed air.

The Open-air theater

the Open-air theater was built in 1934 at the bottom of current Place Hentgès. The entry was done by a way on the level of the firm Samain (Street Roger Salengro), currently, bakery “With the Gilded Crescent” (PAUL Bakery in 2004) It was built on the idea of Robert Malbaut, secretary of Mairie of the time, which having spent his holidays on the Riviera had been allured by this kind of construction. All kinds of spectacles proceeded there: dance, concerts, given of price, etc It was also that was held the ceremony of name change of the street Sadi Carnot in street Roger Salengro. It was destroyed in 1975 to leave place, partly and later, with the space of the Acacias.

The Paul-Clermont health care center

The Bocquet park, the Lisbeth villa

The whole of the grounds depended on the goods of the hospital Sainte Marthe and the general hospital of the Charity of Lille. They were joined together by royal edict in 1750 to be transferred to the welfare office from Lille. Parcelled out, they were rented by long beams. The most important pieces were held by the families Briansiaux-Bigo (in 1779 this family had a castle with Hellemmes which, probably altered, even rebuilt, will become the Lisbeth villa.), Briansiaux-Scrive and Bocquet-Fountain. Briansiaux result from a Dunkirk family of trade and armament. Charles Briansiaux widens his business: colonial produce, marine insurances broking, armament, probably, fraud and traffic of slaves. In 1916, the Bocquet park is requisitioned to be used as deposit of Munition S. The whole of the property was yielded by the Descamps-Bocquet husbands to the Company of Fives in 1820 which resold it at the town of Lille the May 17th 1991. Origin of the property

Leon Descamps had married Elisabeth Bocquet girl of Charles Bocquet (deceased in Hellemmes the September 1912) and of Louise Fontaine (deceased in Lille on October 22nd, 1908). A modification with the preliminary draft was made according to the wishes emitted by the residents at a meeting being unrolled on May 20th, 1998. The establishment of the file was taken again by Lille Métropole Urban community for establishment of the tender documents of the companies. The Tintillier research department and the cabinet of architects Avetet-Shard were retained. During a meeting dated June 4th, 1999, with in the chair first assistant, Mr Gilles Pargneaux then, it was decided to take into account, in the globality of the project, the proximity of the Hentgès place and the church Saint Denis for a coherent refitting of all the center town. For the 23 residences of the park and the villa, the plan of occupation of the grounds imposes 31 parking spaces (48 are arranged along the various pavements.)

The point information youth

the point information youth was installed in old the Bain S Douche S (at the origin built for Fives Cail Babcock and repurchased by the Ville). The cost of installation rose with: 498164.07 frankly S.

91-99, rue Jules-Ferry

Property bought in 1992 on the basis of: 424000.00 francs with Mr Rousseau and who used it as store of sale after disasters (known under the name of “the Flarings”) Demolished together in 1994 for an amount of: 259100.00 francs for the installation of a playing field.

The Crib

Built in 1986 according to the plans establish by C. Lesur, architect in Lille (plans dated October 4th, 1984) Built for 60 beds. The first director was Mrs Noreve (until about 1993), succeeded Mrs. Mucherie to him.

The house of reception for elderly (MAPA)

Opened in 1987 to lodge 82 residents (32 in section lodging and 50 in section cleans Inaugurated under the name of “Sabotière”

The hearth Anatole-France

The Chanzy hearth

Built in 1962 following an emphyteutic lease. The City, in addition to the supply of the ground, was committed refunding with the U.A.L.N. The cemetery

The cemetery was formerly located around the church Saint Denis. Become too small, it was deceased to create new outside the agglomeration in order to respect measurements of hygiene. The ground was sold by Mr Jean Louis Cocheteux, farmer remaining with Willems, in two batches: the Town of Hellemmes represented by Jean Ghesquières Baptist, Mayor, for 53 ares 16 centiares and by Jean Plouvier Baptist, remaining farmer with Hellemmes for 44 ares 30 centiares. The document of title was established by Maître Reuflet, notary with Ascq, on May 21st, 1866. The yielded ground constituted before the meeting of two pieces containing respectively 79 ares 74 centiares and 17 ares 72 centiares.

The first part belonged into clean to Mrs Angélique Delobel, deceased in Lille on August 14th, 1850) wife of Guillaume Dubar (deceased in Flers on August 17th, 1848) to have collected it his/her parents Jose Delobel husband of Alexandrine Waresquel (Division of December 22nd, 1813, Maître Deleville-Baussart, notary in Lille). It was transmitted to Mrs Cocheteux born Marie Dubar by succession. This piece had been allotted to him by division of November 19th, 1850 (Main Catteau with Lannoy) against his/her brothers and sister: Henri Dubar, farmer living Lille, Jean Dubar Baptist, remaining farmer with Forest, Louis Dubar, remaining farmer with Flers, Lucie Dubar marries of Henri LEMAIRE, farmer living Lille and Jean François Dubar, farmer living Lille. The second part was bought by Mr. and Mrs. Cocheteux in Romaine Tesse (rentière, resident with Hellemmes) widowed of Simon Delobel on September 23rd, 1855 (A. Reuflet, notary with Ascq)

This ground had managed between the hands of Mrs. Delobel like clean good to have bought it during its widowhood with Jean Baptiste Millecamps, farmer and remaining miller with Hellemmes, on March 13rd, 1838 (Main Célestin Reuflet, notary with Ascq). Jean Baptiste Millecamps had acquired this part of Augustin Delobel, resident with Hellemmes and of Marie Anne Decottignies widowed of Louis Delobel, day laborer, his mother because of the right of usufruct (Reuflet, on November 8th, 1832). This portion formed the share to which had right Augustin Delobel like undivided assignataire of his/her brother and sister under the terms of the division of December 13rd, 1813 (Deleville-Baussart, notary in Lille) and like heir to its sister Lucie Delobel died after the aforementioned division.

The enlarging of 1910

Thereafter, the cemetery had to be increased several times (including in 1905 and 1921).

Teaching, schools

Under the old mode, the parochial clerk had many functions of which teaching. He was to learn how to the children to read, write, count, make them catechism, etc The first known parochial clerk is Jacquemart Crespel, city at the time of a tax investigation in 1491. Simon Joseph Samain, deceased on August 19th, 1779 with Hellemmes was clerk during 47 years (See chapter “mayors”). January 19th, 1791, the parish of Hellemmes is authorized to open a school, at the request of Jean Baptiste Varlez, within sight of the opinion of the municipality and the character reference of the priest. From 1792, the authorities seek to reconstitute the school network and, in 1794, the Popular Companies insist to control the schools. In front of the mediocrity of the remunerations, the qualified candidates abstain from. Jean Prevost Baptist, born the 21 pluviose year V, deceased in Hellemmes on September 3rd, 1859, husband of Briffaux Angelica, will be also quoted as clerk and teacher. He is the subject of vexations and violences, the population preferring the former priest.

Before the Second world war on Hellemmes only two school complexes existed which were touched hard by the bombardments:

  • the group of the center (Jean Jaurès, Fénelon and Roger Salengro) reached by the bombs on January 13rd, 1943: one to 30 meters of the school of the boys, another with 20 meters of the nursery school, whereas the children were in hand.
  • the group of the barrier (Berthelot, Sévigné, Jenner) suffered following the bombardments from the November 8th, 1942, December 6th, 1942, January 13rd, 1943, May 10th and June 22nd, 1944.

After the bombardment of January 13rd, 1943, all the schools last being closed. Only Jean Jaurès and Salengro could be reopened in October 1944. Hutments last being installed to accommodate all the pupils.

Dombrowski school

Nursery school built in 1990 on plans of the cabinet AC Structures of Paris.

Herriot school

School Jean Jaurès

At the time of the division of the goods of Auguste Descamps, on July 12th, 1898, the grounds were allotted to Jules Descamps.

School Roger Salengro

Nursery school built in 1933, at the same time as the school Jean Jaurès, following plane of the Cools architect the origin of the property is the same one as for the school J. The orientation and information center

From the years 1920, a manpower need qualified is felt in France. Thus the Offices of Vocational guidance are created. In 1970 the National office of Information on the Lesson and the Professions is created of which the goal is to disseminate information without having direct contact with the public. This spot falls on the Orientation and Information centers which succeed the O.O.P. An appendix with the C.I.O is established on Hellemmes in 1957 and will become autonomous in 1974. At the time, it covered the sectors of Hellemmes and Villeneuve d' Ascq. In 1984, a C.I.O being created on Villeneuve d' Ascq, that which is located in our commune becomes the current C.I.O of Lille-Hellemmes. Installed since 1971 in the ex Carnot school, it was transferred street from the Innovation.

The health care center Paul Clermont

58 rue Faidherbe in a property belonging at the beginning of the 20th century with Mr Célestin Dechy and Madam born Elects Hespel. Mrs Dechy and her Paul brother installed in the property of sisters of Vincent Saint of Paul to create a social dispensary there. In 1935, the Dominican ones of the Saint-Angels replace the nuns of Vincent Saint of Paul. In 1952 the Association of the Social Dispensary of Hellemmes is created by Sirs Paul Clermont, Georges Colas, André Mercier, Paul Picavez and Rene Preterre. The sisters were either nurses, or parochial teachers. In 1970, association takes its current form. The nuns leave gradually to deal with other missions; they settle with 11 rue Charles Saint Venant In first half of the year 1999, the Dominican sisters of the Saints Angels leave Hellemmes definitively. Évêché wishing to sell the building, this one was acquired by the Commune in 2001 to rent it with association.

The post office

The office of the P.T.T was located at the angle of the streets Roger Salengro and Delemazure. With the pediment of the main door, we can still see the letters P, T and T interlaced, forming a stylized human face. In 1961, the Municipal council decides the construction of a new room. According to the convention passed between the City and the direction of the P.T.T., the Municipality begins to finance new construction to a total value of 25% of the amount of the expenditure.
