Li Ruihuan

Li Ruihuan (in traditional Chinese: 李瑞環; in simplified Chinese: 李瑞环) is a politician Chinese born in September 1934. Li was member of the management committee of the Politburo of the 15th central committee of the Chinese Communist party (PCC) between 1989 and 2002 and chair national committee of the political advisory Conférence of the Chinese people (CCPPC) between 1993 and 2003.

Li was born in a family from peasants from the area from Baodi, close to Tianjin. Formed as carpenter, Li works as workman on the building sites of Beijing between 1951 and 1965. Starting from 1958, Li follows courses of the evening to the training institute of the engineer-architects and in graduate fate in 1963. Li is the inventor of a rule of simplified calculation used in carpentry and for this reason is compared with a “young person Lu Round of applause”, one of the master carpenters of old China.

Li is elected mayor of Tianjin and is concerned with improve the dwellings as well as the grid system. It becomes popular among the habitans of Tianjin, at the same time by its achievements and its emissions with the radio and on television in which it answers the problems of these fellow-citizens.

In 1989, Li is elected at the management committee of the politburo of the central committee of the PCC.

In March 1993, Li is elected with the presidency of the national committee of CCPPC (8th CCPPC), then re-elected in March 1998 (9th CCPPC).

In January 1999, Li meets Orgyen Trinley Dorje and declares that “progress” of the 17th Karmapa “would have a great influence on the development and the stability of Tibet”.

In March 2003, Li leaves the place of president of the CCPPC with Jia Qinglin. The CCPPC is a Consultative Assembly in which other voices are expressed that of the PCC (civil society, contractors within the framework of the theory of the Three representations, “democratic parties”). At the time of the Li mandate, the assembly provincial and municipal opened to the people more not belonging to the PCC.

In 2002, Li does not represent with the politburo a PCC. Rumors circulate on the fact that 68 years is not the “lawful” age to leave the politburo and that Li, the second younger member of the politburo in front of Hu Jintao would have been re-elected for 5 years with the politburo at the time of the 16th congress, thus leaving him the possibility of becoming president of the Popular national assembly. This departure being for certain the victory of the “shanghaïens” close to Jiang Zemin, like Zeng Qinghong and Wu Bangguo. Other theories were developed like the opposition between Jiang and Li on the attitude to be adopted concerning the sect Falun gong, Li not condemning openly the latter.
