Leszek Balcerowicz (born the January 19th 1947 with Lipno, Poland) - a Politician and a economist Polish, which was the craftsman of the economic revival of the Poland in the Années 1990, with leaving forty years of mode pro-Soviet.
The September 12th 1989, Mr. Balcerowicz became Deputy Prime Minister and Minister for Finance in the government formed by Tadeusz Mazowiecki, one of the leaders of Solidarność. It was the first noncommunist government since the end of the Second world war in Eastern Europe.
Minister for Finance, Leszek Balcerowicz controlled the Hyperinflation which ruined the Polish economy and undertook a rapid transition towards a market economy. He is regarded as the father of the economic reforms engaged by the first government post-Communist and the principal architect of the deep change of Poland during the years 1990, with leaving forty years of Communism. He was the author and the person in charge of the implementation of a transition process of the planned economy towards the market economy entitled “ therapy of shock ”.
This rigorous policy, after a first difficult phase being characterized by strong a Inflation, the Devaluation of the Currency, closings of Undertaken S and a big rise of the Unemployment, allowed the development and the modernization of the Polish economy. It led to the return of the growth as of 1993, to an marked improvement of the Standard of living of the population, allowing an increase in Consommation, a fall of inflation, a stabilization of the Zloty, an increase in the commercial exchanges and important flows of direct foreign investments.
The December 23rd 1991, after having initiated this policy, Leszek Balcerowicz leaves its station with the ministry for Finances and is replaced by Karol Lutkowski.
The clearing of the Polish economy which had with the “ therapy of shock ” continued until in 1997, with this year an unemployment rate passing under the bar of the 10%. Since, the Poland knows new problems: after having exceeded the threshold of the 20% in 2004, unemployment rate remains higher than 19% with the beginning of the year 2005.
Of 1995 with 2000, Mr. Balcerowicz was the president of the Union for Freedom (UW), left founded in 1994. Again Deputy Prime Minister and Minister for Finance of the October 31st 1997 with the June 8th 2000, it was appointed, by the Polish Parliament, chair national Banque of Poland ( Narodowy Bank Polski ) the January 10th 2001.
