Leonce Lagarde was born in 1860 with Lempdes (Haute-Loire) and died on February 15th 1936.

He was the first French administrator of Obock, then of the French Côte of Somalis, occupying the station of 1884 with 1899.

Lagarde developed the Territoire of Obock. The port city of Djibouti was created in 1888, and Lagarde moved its administration there since Obock. In 1894, the territory of Obock became the French Côte of Somalis.

Also ambassador near the emperor Ménélik II of 1899 with 1907, Lagarde establishes a French presence in the area in the aim of protection the French colony against the Egypt, which sought to extend towards the south.

At the beginning of the First World War, in 1914, it is in charge of the Service of the Sailors Wounded or Prisoner of war. After the war, in 1920, it will remain in station with the ministry for the sea as a permanent delegate to the Service of the Liquidation and the Products of the Catches of Sea. Leonce Lagarde is allowed with the retirement in 1929.
