Leon Mugesera

Leon Mugesera is a Rwandan politician, born in 1954 in Kibilira (Prefecture of Gisenyi), in the North-West of the Rwanda.

Rwandan career

Teaching with the faculty of letters of the National university of Rwanda (U.N.R.), he was also political adviser with the permanence of the national Republican movement for the democracy and the development (M.R.N.D.) and person in charge of the charged commission of the restoration of the M.R.N.D. Vice-président of the prefectoral committee of the M.R.N.D. of Gisenyi (prefecture of the president Juvénal Habyarimana), he is frequently described by the principal specialists in the régioncomme one of the representatives of the tendency " Hutu Power " ( Hutu Pawa ) of the M.R.N.D.

Although having left Rwanda for Canada since 1993 (one year before the genocide of Tutsi and the massacres of the opponents Hutu in Rwanda), Leon Mugesera is regarded by the Rwandan legal authorities as one of the political executives responsible for the planning of the genocide of 1994; for this reason, it is reproduced on the list of the suspects of the " 1 {{Re}} category ".

Canadian career and legal adventures

Since 1993, Leon Mugesera resides at Quebec (Canada), with his family. Y initially aspiring to the political statute of refugee, it obtains that of permanent resident quickly. Between the autumn 1993 and the winter 1994, it occupies a station with the Université Laval of Quebec. However, the exhumation of the speech of Kabaya as of the end of the genocide leads the Canadian authorities to be interested more closely in its new permanent resident, in particular reproaching him “for having hidden information the civils servant charged to receive, in 1993, its request for permanent residence”. In 2001, the Federal court retains the allegations of incentive to the murder, hatred and the genocide; the court does not conclude however with a crime against humanity. In September 2003, the federal Court of Appeal cancels the decision of the Federal court. In 2005, the Supreme court concludes that the Court of Appeal wandered in right by excessively reinterpreting the proof already analyzed by the Commission.
