Leon Mougeot
Leon Mougeot is a Politician French born the November 10th 1857 with Montigny-the-King (Haute-Marne) and deceased the October 25th 1928 with Rochevilliers (Haute-Marne).
He is appointed of Haute-Marne of 1893 to 1908, during four successive mandates. During this period, it takes part in several governments.
It is under-secretary of State to the Postes and Télégraphes from July 5th, 1898 to June 7th, 1902 in the governments Henri Brisson (2), Charles Dupuy (4), Charles Dupuy (5) and Pierre Waldeck-Rousseau. At this station, it tries to modernize the French postal system. The network of the letter-boxes is renovated: by a decree of 1899, it imposes the model green-bronzes (painted in blue in 1905) of the founder Savana Delachanal who allows the factor-raising device to announce the advance of the daily rounds. These new boxes were called the “mougeottes”. In 1900 and 1902, he encourages by allowances the purchase and the maintenance of Bicyclette by the factors whose round is long.
