Law of the billion to the emigrants

French the law known as “of the billion to the emigrants” , promulgated in April 1825, tended to compensate the emigrants who had lost their goods sold like Bien national under the Révolution (as from 1790 for the goods of the clergy and 1793 for the goods of the emigrants), with an aim of calming fears of the purchasers.

The emigrants accepted revenues of 3  % (630 franc million). The payment of these revenues posed problem because Villèle had unchained passions and the opposition scandalized billion taken on the Treasury. ----
