Law of orientation and programming for the internal security

The law of orientation and programming for the internal security or LOPSI is a French law relating to the local internal security which makes it possible to generally resort to procedures of a public-private Partenariat (within the meaning of the European right) reduced (competition is not obligatory) without need of an emergency quality or complexity, contrary to a Partnership contract. It allows a commune or a community local not to immobilize the capital cost of a structure of safety, mainly of the Gendarmerie S in financing the operation by a BEA (Emphyteutic lease administrative).

The law of orientation and programming for the internal security was adopted by the Parliament on July 31st, 2002.

This law allows in particular to the officers Judicial police, if a magistrate authorizes it, “to reach directly electronic files and to seize remotely by the telematic way or data processing the information which would appear necessary to the manifestation of the truth”.

These provisions were ratified by the Loi on the internal security (LSI) adopted in 2003 on the initiative of the Minister of Interior Department Nicolas Sarkozy.
