Law of July 22nd, 1879

The law of July 22nd, 1879 relating to the seat of the Executive power and the Rooms in Paris is a Loi of the III {{E}} promulgated République the July 22nd 1879.

She was voted in order to make return the Parlement (House of Commons and Sénat) to Paris - their residence was since the election of the National Assembly in 1871 with Versailles. This law rises from the removal of article 9 of the constitutional law of February 25th, 1875.

This law allots to the two rooms Parlement the buildings which are theirs still today: the House of Commons receives the Palais Bourbon and the Sénat the Palais of Luxembourg. The law specifies however that each room can choose with its own way to meet elsewhere in Paris. It also specifies that the seat of the Executive power is with Paris, just like that of the Legislative power.

The law of the July 22nd in addition maintains in possession Legislative power the buildings allotted to Versailles with each room since 1871, specifying that the meeting in National Assembly to elect the President of the Republic or to modify the Constitution would be held in the room reserved before in the castle for the House of Commons. It lays out in addition that the Sénat can choose where to meet in High Court of justice.

The most original point (article 5) of this text is the duty made to the presidents of each room take care of the safety of their assembly, have for whom they can require the armed force and any civil servant of which they consider the contest necessary. This article caused discussions sharp: certain members of Parliament thought that was there to violate article 3 of the Loi of the February 25th, which laid out that the President of the Republic has the armed force, others feared that a president of room cannot monopolize for him all the army. It is the only article which made debate with the House of Commons.

The law lays out finally that one can address a petition to the rooms only in writing, and that it is prohibited formally to invite to gather on the public highway to address a message to one or the other or to the two assemblies (article 7), under penalty of violating the law.
