Law Voynet
The law nº 99-533 of June 25th, 1999 of orientation for the installation and the sustainable development of the territory and bearing modification of the law nº 95-115 of February 4th, 1995 of orientation for the installation and the development of the territory is a French Loi prepared by Dominique Voynet, Minister for Town and country planning and the Environment of the government Jospin.
It is usually called law Voynet , or, improperly, law of orientation and town and country planning (LOADDT).
Contents and objective
This law aims at a participative democracy more and a durable development more (bearable) and harmonious.Elle supplements the existing texts on the Décentralisation, the Urbanisme and the right of the environment by introducing or specifying the French Droit
- the regional diagrams of installation and development of the territory (SRADDT),
- the diagrams of collective services (SC),
- the regional environmental Profil or
- the territorial directing of installation (DTA).
It indroduit of the new concepts such as the services collective , in particular aménitaires, rendered by the Environment, or more precisely by the “ natural spaces and rural ”.
It contains original provisions such as the installation of a network natioal of biological Corridors.
Continuations
Certain delay in the decrees on enforcement of a law, attenuated the range of it; thus the SRADDT which should have framed the plan contract state-area (CPER) according to their realization, were finished after the writing of the Plan contract.
