Law Squinter
The law Squinter of July 13rd, 1928, voted on the initiative of Louis Squinter, Minister for Labor and social Welfare between 1926 and 1930, envisaged the financial intervention of the State to support the popular dwelling, whereas, hitherto, they were private initiatives, or, since the Law Bonnevay, of communal interventions, with regard to HBM.
The private individuals could in particular borrow from reduced tax in order to buy a ground and to make there build a house. While leaving each free owner choose his contractor, material and the plan of its future house, the State elects one of its architects to follow and check the quality of construction.
The law also envisaged the financing of the construction of 200.000 residences HBM and 60.000 residences with average rent.
