Law 78-12 of the 4 janv. 1978 relating to the responsibility and the insurance in the field for construction , are known as law “Spinetta” , of the name of Adrien Spinetta (Oct. 5, 1908 - June 12th, 1998), vice-president of the General advice of the Highways Departments of the time (Dec. 14, 1977 - Oct. 5, 1978) and President of the interdepartmental commission at the origin of this law.

This law is the primary source of the positive Droit as regards Responsabilité for the manufacturers, technical control and Assurance construction. It is coming into effect on January 1st, 1979.
