Law Savary

The law n° 84-52 of January 26th, 1984 (Official journal of January 27th, 1984), on the Higher education, known as law Savary (of the name of the minister Alain Savary) proceeds to a broad reform of the higher education and in particular of the universities. It places in the line of the law of November 12th, 1968, known as Loi Faure.

The law creates the concept of “public service of higher education”, concept which must contribute to bring closer the various courses (universities, universities, short formations):

It fixes also the four missions of higher education:

  • Initial training and continues
  • Scientific research
  • diffusion of the Scientific culture and the scientific information and technical
  • international cooperation.

The law confirms the existence of three university cycles (this principle remains in spite of the Réforme LMD).

On the plan of the institutions, the law takes again the concept of public corporation in scientific and cultural matter, but adds the qualifier of professional, that is to say EPCSCP (public corporation in scientific, cultural and occupational matter). This concept is extended to other establishments that the universities, like the great establishments. This measurement also tends to bring closer universities and universities, even if beyond the membership of the same category of public corporations, the differences remain numerous.

Within the universities, the law increases the number of the central councils and the fact of passing from two to three: board of directors, council of the studies and the university life and scientific advice. This provision is intended to reinforce the democracy within the establishments.

The law Savary confirms the existence of a conference of the chiefs of public corporations in scientific, cultural and professional matter, more known under the name of conference of the presidents of university. It creates also a National committee of evaluation of the public corporations in scientific, cultural matter and professional charged to evaluate the EPSCP. This committee was removed by the Loi of program for research with the profit of the Agence of evaluation of research and higher education.

The law Savary was codified in 2000 in the Code of education. The changes which it had introduced remain for a good portion but the Loi of program for research (2006) and especially the Loi on the autonomy of the universities (2007) there brought significant changes.
