Laic National committee of action

The laic National committee of action (CNAL) is an organization French founded into 1953 the purpose of which is defense and promotion of the Public school and the Laïcité.

composition and operation

It is composed of five organizations:

The CNAL functions according to two basic principles:

  • the presidency of the CNAL is ensured in a revolving way by each organization members. For the school year 2007-2008, it is the UNSA Education which takes the presidency.
  • Within the CNAL, the decisions are made unanimously.

The general secretary of the CNAL is traditionally entrusted to the national secretary with the security questions of SE-UNSA. This function was provided by Jean-Louis Biot.

The CNAL is lodged in the buildings of SE-UNSA with 209, boulevard Saint Germain, 75007 Paris.

Local relays

In the departments, Departmental committees of Laic Action (CDAL) relay the action of the CNAL. They function according to same the principles as the national committee.

Observatories of secularity were set up in areas and departments to defend the public school and secularity while addressing to the elected officials, in particular within the framework of the preparation of the budgets. The observatories are opened with other organizations that those composing the CNAL.

Publications

the CNAL publishes regularly the letter of the Observatories which is made the echo of the local mobilizations of the laic militants.

Principal actions

In 1960 the CNAL launches a petition which collects more of more than 10 million signatures against the application of the law Debré on the private public finance of the school.

In 1983-84 the CNAL organizes and support of the demonstrations in the departments in favor of the Savary project of installation of a unified and laic public service of Education.

January 16th, 1994, the CNAL takes part in the demonstration in Paris against the abrogation of the law Falloux. The government had announced the day before which it withdrew its bill. in spite of that, the mobilization was exceptional (more than one million people).
