Questions touching with the operation of French capitalism and the State
Through the businesses which shook the bank during the Années 1990, questions arose touching with the operation of the Capitalisme French, in particular of the consanguineous relations between its leading spheres with the official elites supposed to control them, which through the “Pantouflage”, can pass from the public to the private one, with all the risks of inherent conflicts of interest.
These public elites, in particular the Tax inspectorate and the Treasury, were blamed in their role of monitoring, and the permeability which they knew with the private interests, because of their dual situation.
A whole of texts concerning the examination of the risks deontologic at the beginning of the civils servant towards the private sector was stopped, and in particular the decree n°95-168 of the modified February 17th, 1995 envisaging the introduction of charged commissions to examine the personal files of the civils servant of the three public office.
