Konstantin Päts
Imprisoned in a Polish camp by the German from July to November 1918, it cumulates then the posts of Prime Minister of the Provisional government, of Minister for the interior matters and Minister for the war in the new independent Estonian State. By five times Chief of the government between 1921 and 1934 (January 1921 - November 1922; August 1923 - March 1924; February 1931 - February 1932; November 1932 - May 1933; October 1933 - January 1934), Päts clearly inflects the nature of the mode as from January 1934 which sees the introduction of the state of emergency and the establishment of the Autoritarisme. It is true a Dictature which is established gradually in Estonia. Starting from 1937, it autoproclame Riigihoida , i.e. “protective of the State”. In 1938, finally, Päts is made elect President of the Republic, function hitherto unknown in Estonia.
The July 30th 1940, it is stopped by NKVD and is off-set in the USSR. Interned 1954 with 1956 in a psychiatric hospital of Kalinin, it dies there the January 18th 1956. It will again be buried the October 21st 1990 with Tallinn.
