Kokushi
The kokushi (Japanese: 国司) was civils servant of the ancient Japan sent by the central government to supervise a province as from the 8th century, after the coming into effect of the system of the Ritsuryō. This text conferred on the kokushi a considerable capacity and great responsibilities, in particular the collection of the taxes.
The most rank for a kokushi was that of kami (守). In certain cases, the kami resided itself in the province of which it had the load, delegating its powers to civils servant subordinates. However, into partic, the highest rank for a civil servant having indeed in load a province was that of juryō (受領).
The kokushi lost the majority of their capacities during the shōgunat of Kamakura and much more still during that of Muromachi, with the profits of the Shugo (守護). The term of kokushi will perdura however like titrates honorary.
