He was elected appointed national for the district of Kasongo in the province of the Maniema.

Before its election, Kalumba successively worked, like:

  • lawyer within the cabinet of the Barristers president Bernard Claude Mbu--Letang,
  • 2001: legal adviser of the Minister for agriculture, fishes and breeding,
  • 2002: even station with the cabinet of the Minister for the Economy,
  • 2003: principal private secretary of the Minister of Industry
  • 2003: principal private secretary of the Minister for Finance

  • 2006 : elected official appointed

Justin Kalumba Mwana Ngongo is general secretary of the Parti national alliance for the unit (PANU).
