Junta

Junta is a Board game created by Vincent Tsao, published by West End Games and Jeux Descartes, and published for the first time in 1979. The players incarnate the corrupted families of the elite of the Republica de Los Bananas , fictitious Parodie of the Stéréotype of the Banana republic. Their goal is to put the most money on their account in Suisse before foreign aid is not cut. Although the act to declare and play a Coup d'etat monopolizes the majority of the time of play, of the rules and of the material, to gain it is not the principal goal of the play.

The duration of the play depends on the frequency of the coups d'etat, but it can often exceed six hours. The title of the play comes from the Spanish term junta which refers to the military groups which often seized the power after coups d'etat in Latin America. In the play, the term refers to the players who declare insurgent in a coup d'etat.

Players

The players of junta represent powerful and corrupted families of the Republica de Los Bananas . Although the characters are often carried out or assassinated in the fire of the action, the only real consequence of died of a character is the chart and loss of money which it carries, as well as a temporary immobilization, until another family member can take in hand the responsibilities for the late one. One gives to each player a family to dissimulate his identity, but this symbol does not have an effect on the play. The ministerial positions, them, which are represented by charts, are reallocated with each turn.

Turns of play

Each turn of play represents a year and is divided into several phases. The play finishes when the president cannot any more draw eight tickets money of foreign aid at the beginning from a turn. This event is dissimulated by the white tickets and those used, placed in bottom of the pile of foreign aid. A traditional part lasts from 9 to 11 turns. Gaining is the player who has the most money on his account in Switzerland at the end of the part. That does not include the money which the players still have on them.

Each player, if it is not in Exil can draw and play of the political maps, to direct the votes which it controls by his political ministerial position and its influences for the choice of the president or the Budget, to order its troops in a coup d'etat or to manage its money.

Pulling of the political maps

The players draw from the political maps and elect the president so necessary. The president preserves his station until he is assassinated, that he is reversed by a successful coup d'etat or which it Démission.

Training of the cabinet

The president distributes the positions of responsibility to the other players. He cannot be offered some to itself and must give some at least to each player. If there is less than seven players, a player can have two stations. Each station (and not each player) hold a voice at the Parliament. These stations are the following:

Minister of Interior Department

As a chief of the secret police, it has the possibility of trying free an assassination with each turn of play. Although it has great capacities, the police force in the coups d'etat largely leaves something to be desired. The minister can moreover make pass a budget in force and assassinate a player of return of exile.

General of 1st, 2nd or the 3rd brigade

They control their Brigade S respective.

Ordering air forces

It controls a unit of parachutists and can start a air Bombardement.

Admiral

He controls a unit of Marines and the Canonnière which can ram the city.

This station is often regarded as weakest, the president thus grants it most frequently a player whom he does not love or which is likely to launch a coup d'etat.

Vote budget

The president draws 8 chart-tickets from the pile of foreign aid. These tickets have values of 1,2 or 3 million Peso S. This value is printed only on one face, whereas the other is white. The president can thus draw from 8 to 24 million per turn, but it is the only one to know the exact sum. It can announce this sum with the other players, but nothing obliges it to say the truth. It distributes this budget then by declaring how much tickets it for giving to each player. There still, it can bluffer on the value of these tickets.

The budget is then voted. If he is refused, the president keeps all the money for him, unless the Minister of Interior Department does not decide to make it pass in force, by gathering his police force in front of the National Assembly .

Assassinations

After the distribution of foreign aid, the players have the possibility of launching Assassinat S. They choose a localization by putting at the variation one of their 5 pawns of localization, hidden side. These localizations are the following ones:

  • Residence: It prevents any attempt at burgling on the player.

  • Garçonnière : It makes a player vulnerable to an indiscretion.
  • Night club: It does not have any characteristic.
  • General headquarter: It makes it possible to the player to launch a coup d'etat.
  • Bank: It authorizes the player to deposit money on its account in Switzerland.

Each player declares his attempted murders then. The Minister of Interior Department has the right to do of them one as a chief of the secret police, and each player can launch some according to the charts which it has in hand. The attempt is done by appointing the player aimed by selecting one of the 5 localizations: it can succeed only if the target is there. The success of the assassination can moreover depend on a blow of Dé, and can be thwarted by certain charts.

When a player is assassinated, its charts are trued and its money goes to the murderer but the account in Switzerland is not touched. It will not be able to take part in a possible coup d'etat, and will be able to return concerned to the following turn, when another family member assumes the succession. If two players entretuent themselves, their money is trued.

The secret police cannot aim at the bank two turns of at a stretch. After an attempted murder by the secret police at the bank, this one is known as in safety for the following turn. This situation is materialized by a special pawn.

If the president is assassinated, a new election takes place immediately. The assassinated players cannot take part in it.

Bank transactions

The players who chose the bank like localization and who were not assassinated have the possibility of depositing or to withdraw money of their account in Switzerland. However, if the budget were not accepted, the bank is closed, and no bank transaction is possible. But if the minister made pass the budget in force, the bank is closed for the lunch , and will be open after the phase of coup d'etat.

Coup d'etat

The coups d'etat are true a " play in the jeu" who can lead to a change of president and the judgment of a player to the firing squad . The camps are not clearly defined during the battle. A player calculator can change his/her colors until the last moment.

Release

A excuse is necessary to the release of a coup d'etat. One keeps of it the trace by the position of a special pawn. It can take various forms:

  • the budget was not voted (that it passed in force or not thereafter).

  • a player was assassinated.
  • a chart being used as excuse was played (for example, a annual Carnaval , a general Grève or a judgment of the the United Nations )

In addition, a player having chosen his general headquarter as localization can start a coup d'etat without excuse.

The player who launches the coup d'etat becomes the first rebel . He does it while placing units on the chart (thanks to a chart), by moving units or by bombarding the presidential palace.

Phase of insurrection

After the coup d'etat was started, each player (except the president) has the right to rise, it can then move units, and becomes rebellious . Those which do not do it remain loyal supporters .

Phases of the coup d'etat

The blow is divided into 6 phases. The purpose of the players are to control 5 buildings, coloured in red on the chart, which are the centers of the capacity. They are the following:

  • the presidential palace

  • the station of radio
  • the central bank
  • the House of Commons
  • the railway Station.

Although there are officially a rebellious camp and a camp loyal supporter, it is possible to fight between members of the same camp a loyal supporter who draws on the guards from the presidential palace passes in the rebellious camp, but a rebel cannot become officially loyal supporter.

Victoire

After the last phase of the coup d'etat, the players must, in turn, declare loyal supporters or rebels. The behavior of the player in the coup d'etat does not oblige it to keep to any commitment at the time of this choice. The players have the right to negotiate between them before deciding. The camp which controls at least 3 of the centers of the capacity gains the victory.

In the event of victory of the loyal supporters, the president can choose to send any rebel to the firing squad . If they are the rebels who carry it, those elect between them a new president. The first rebel can slice in the event of equality. The player elected president can then send any player to the firing squad, including a rebel. The player possibly carried out trues his charts and gives his money to the new president.

Material

  • the plan of play, on which the armies move, is close to that of Risk. It is used only at the time of the coups d'etat.

  • the money of foreign aid, composed of 99 charts tickets (including 3 white), is stored in core on a corner of the plan of play.
  • the charts of station represent the positions of responsibility held by the players.
  • the political maps are drawn at the beginning from the play and during the phase from installation from the turn. They take several forms:
    • the charts influences represent the support of the principal political factions (like the Syndicat S , the Église , the socialist , etc). They give additional voices at the time of all the votes (budget or election of the president).
    • the charts vote , like the charts influences, provides additional voices but must be trued immediately after the vote. They represent for example phantom voters or the action of the anarchistic .
    • the charts assassination make it possible to declare an attempted murder during the suitable phase of play.
    • the charts Corruption make it possible a player to bribe certain unfavourable units to make them pass in its camp, or to withdraw additional money of foreign aid.
    • the charts events have varied consequences: they provide in particular additional units or excuses for a coup d'etat. Lastly, the student's petition condemning repression does not have any effect.

The charts can be given or sold constantly between the players, in public or secretly.

Alternatives

Many alternatives were proposed with the play.

Additional positions of responsibility

New positions of responsibility were proposed, in particular to allow the participation of more than players. Among those, one finds:

  • the Minister for the War to the possibility of equipping a player with new weapons . The official units of this one are likely then more to make a success of their engagements in the jets of die. It has only one very powerful unit in combat: its Bodyguard. It can as move more often the troops as it could acquire thanks to a chart.

  • the Minister for the Foreign affairs directs a random random number of foreign units of intervention, all equipped with new weapons and can start a bombardment by coup d'etat. It can also increase or decrease a half of the budget, and take note of its value before giving it to the president.

  • the Minister for the Travail has a broad influence on the House of Commons. Moreover, it controls like the Foreign Minister other half of the budget.

Alternatives on the money and the political maps

In these parts with many additional positions, the charts and the money come to miss too quickly. The maximum number of charts in hand is thus reduced, and the trued money is given in the pile of foreign aid.

Other players preferred to create additional alternate charts and to use a greater number of tickets.

Junta without plan of play

In this version, the coups d'etat are exploited simple blows of Des. Each player launches a die, and its jet is successful if it is higher than a value between 2 and 4, determined by the power of its troops. The camp which counts the most victorious jets carries it, and in the event of equality the coup d'etat must be rejoué.

This alternative makes the play much simpler, but it deprives it of the one of its most attractive aspects.

New rules

In this alternative, it is possible to adopt new rules, the made-to-order of part of Nomic. These changes are discussed after the vote of the budget and require a majority of two thirds.
