Julio César Turbay Ayala (born the June 18th 1916 with Bogota - died the September 13rd 2005) was a political personality of Colombia. It was president of the Republic August 7th 1978 with the August 7th 1982.
Born in a family from tradesmen of origin Lebanon ease, it early begins its political career within the liberal party: mayor at 21 years, it occupied the majority of the elective and governmental stations of his country.
In 1967, it is selected like permanent representative of Colombia near the United Nations, and in 1973, it is named ambassador of its country with London.
Its candidature was considered for the elections of 1974, but finally Alfonso López Michelsen defended the colors of liberalism.
In 1975, it is named ambassador with Washington, and the following year, it is elected president of the Senate.
Elected official chair Republic in 1978, Turbay must face the armed actions with the M19. At the beginning of its mandate, it decided to impose the State of emergency pursuant to the artícle 121 of the Constitution, to fight against the subversive movements and the narcotrafficants. This decision was the object of severe criticisms as well inside the country as abroad. In 1979, it negotiates with this group at the time of the long taking of hostages to the embassy of the Dominican Republic where are for an event society man the ambassador of the the United States and the Apostolic nuncio. Finally, it obtains the release of the hostages against money and plane tickets for Cuba for the members of M19.
In 1987, during the government of Virgilio Barco Vargas, Turbay was named ambassador at the Holy See.
It was not withdrawn from the policy: in 2004, it leaves the liberal party to found Nueva Patria , left whose objective is the re-election of the president Álvaro Uribe Vélez.
In 1986, it obtains the Vatican the cancellation of its marriage with Nydia Quintero Turbay, from which four children come: Julio César, Diana, Claudia and María Victoria. Septuagénaire, it remarie with Amparo Channel. In August 1990, his/her daughter Diana, journalist, is removed by the Extraditables and is assassinated five months later during a rescue operation of the police force.
Julio César Turbay Ayala published several books on the international policy, of the biographies, like that of Simon Bolivar, the Libertador , or of the tests in which it develops its political ideas.
