Julien Dray
Julien Dray , Politician French, born the March 5th 1955 with Oran (Algeria). Julien Dray has 3 children, it is Enseignant - Enquiring. License of History-geography to Paris XIII; DEA of Economic scenes. Teacher Member of the Socialist party (PS), where it is in particular in charge of the questions of security, it is also one of the founders of S.O.S Racism in 1984. Former vice-president of UNEF-ID, it created with Jean-Luc Mélenchon and Marie-Noëlle Lienemann the tendency Gauche Socialist within the PS, in 1988. At the time of the presidential campaign of 2007, it was “to advise in charge of the coordination of the doors words” within the team of Ségolène Royal. Julien Dray is also one of the administrators of the association of the friends of the Institut François Mitterrand.
Beginnings with the college of Noisy-the-Dryness
Julien Dray is resulting from a family without particular political commitment. On its arrival with the college Olympe de Gouges with Noisy-the-Dryness (Seine-Saint-Denis), its refusal of the inequalities and the influence of some teachers push it to be interested in the policy. It starts by taking part in the animation of the film club of its college with two of his friends (Djamila and Paprocki). This meeting place quickly will become a place of debate. Gradually, it approaches the communist Ligue (LC-SFQI French section of IVe international, trostkist) to which it adheres. It is pointed out in 1973 at the time of the movement against the law Debré. This law on the organization of the military service was in particular to allow the suppression of the long deferments.
The studied militant and antiracist
When it returns to the university, Julien Dray quite naturally joined the studied trade union of predilection of LCR, the FARMHOUSE (Mouvement of union action). Implying itself more and more in the policy and the trade unionism, it becomes responsible for the sector youth of the league. In 1977, when the LCR becomes majority with the FARMHOUSE, Julien Dray is elected at the position of secretary general. In 1980, the FARMHOUSE takes part in the creation of UNEF-ID. With the UNEF-ID, Julien Dray occupies the post of vice-president but especially, it organizes the Tendance leas (Fights coeds! Union action!).
With the autumn 1981, Julien Dray leaves the LCR, for the Socialist party. Its departure is done at the same time as the majority of the student executives working with him. With the UNEF-ID, it thus joined the socialist tendency of orientation, the Tendance more. It is well accommodated by Jean-Marie Le Guen, historic leader of this tendency. For him, the arrival of new experienced militants must allow redynamiser more the Tendency. Moreover, it counts on qualities of organizer and the experiment of Julien Dray. With the congress of 1982, the Tendency more obtains an encouraging score with 30% of the mandates. But quickly, the tendency reaches its limits.
In 1984, Julien Dray finishes his studies and devotes himself then to other engagements. He takes part then, with several of his close relations of which in particular Harlem Désir, with the foundation of S.O.S Racism, of which he becomes the vice-president (1984 - 1988)
With the Socialist party
Since it joined the Socialist party (in 1981), Julien Dray founded, with some others, like Laurence Rossignol, a think tank named socialist Question. They are then given for objective to build a current on the left wing of the PS. But, they really will start to structure itself when Isabelle Thomas, in 1987, returns in the leading authorities of the party. This promotion their makes it possible to deposit a first text at the time of the congress of Lille. But this congress is especially for socialist Question, the occasion to make known itself by the left wing.
This strategy makes it possible to found, with Jean-Luc Mélenchon, the current Nouvelle socialist school, which becomes in 1988 the Gauche Socialist, opposed with the opening towards the center of the second government Rocard. They deposit the first complete motion at the time of the congress of Rennes in 1990. The following year, Marie-Noëlle Lienemann joined them.
But the agreement does not last. The beginning of the year 2000, Julien Dray and Jean-Luc Mélenchon, itself former militant of the OCI (another tendency trotskist) more and more often oppose. In 2002, the shock wave of the failure of Lionel Jospin to the presidential elections feels in the socialist Left. Several strategies clash then. Jean-Luc Mélenchon makes the choice join Henri Emmanuelli and found with him the Nouveau World. Whereas Julien Dray and those which remained in the socialist Left decide to take part in creation of the Nouveau socialist party with Arnaud Montebourg, Vincent Peillon and Benoît Hamon. But, as of April 2003, a new crisis bursts about the participation in the majority led by François Holland. The socialist Left, in spite of defections as that of Gerard Nets (old directing communist League where it was leading tendency 1 then A), joins in the majority little before the Congrès of Dijon. Since, Julien Dray became carries it word of the PS.
During the consultation on the European Constitutional treaty (TCE) Julien Dray decides for “yes”. If it continues to criticize the liberal aspect of European construction, Julien Dray considers that the liberal measurements included/understood in the TCE are primarily resumptions of the preceding treaties (Maastricht, of Amsterdam and Nice) already ratified. Moreover, it raises two positive points. Initially, reinforcement of the power of the Parliament. In addition, the Charter of the basic rights. Lastly, Dray thinks that Europe can build itself only by compromises, and prefers to await a power struggle more favorable to the left to go further. By then, he considers that any projection is good to take.
Julien Dray illustrated himself while specializing on the topics of safety within the PS, where its “sedentary” standpoint often sliced with those of his/her comrades of party.
Old friend of Ségolène Royal, it was one of his very first supports when this one announced, for the autumn 2005, qu ' it planned to be candidate with the socialist investiture for the presidential election of 2007. He since then posted his support for the president of the Poitou-Charentes area. Dray belonged to its restricted team of presidential campaign, in the capacity as " To advise in charge of the coordination of the doors paroles".
Relations with the associative sector and trade-union
Very marked by its passage in the student trade unionism and S.O.S Racism, and by a political culture mouvementist, partly inherited the LCR, Julien Dray kept close relationships with the associative sector and trade-union. Á its departure of UNEF-ID Julien Dray preserves relations with the Sensibilité Villetaneuse. In 1994 when the majority changes with the UNEF-ID, the close relations of Julien Dray find themselves in the leadership team of the student trade union but disappear from it with the bursting from the Gauche Socialist. The last circle of the students draysites then tries to found a new trade union, FEDER but without much success.
Vice-president of S.O.S Racism of 1984 with 1988, Julien Dray preserves also bonds, more or less close according to the periods, with this association.
Without of to have been member himself, Julien Dray also maintains the relationships to other associations. It is initially about the FIDL, trade union high-school pupil founded in the tread of the Mouvement against the project Devaquet and of some other associations for the equal rights and/or the ailing districts like Neither Subjected Whores Nor.
This close relationship with the union world and associative makes it possible Julien Dray on the one hand to recruit political junior managers like Delphine Batho or Malek Boutih, on the other hand to be informed on the problems dealt with by these associations.
