Jules-Ferdinand Baulard
Born on February 11th 1827 with Meaux (Seine-et-Marne), wire of workmen, Jules-Ferdinand Baulard was initially him even working glassmaker in Seine-et-Marne. It then settled with Paris in the 3rd district where, with a brother-in-law, it directed as of 1848 a factory of mirror manufacture.
Republican opponent with Louis-Philippe and Napoleon III
Member of the Company of the human rights, hostile organization to the king Louis-Philippe, it took part in the days of February and June 1848 which reverse monarchy. He attended the club of the Revolution of Armand Barbès. He protested against the coup d'etat of Louis-Napoleon Bonaparte and was firmly republican under the Empire.
Combatant of the head office of Paris in the winter 1870-1871, it took part in the Commune of Paris in 1871, as delegated 5th battalion of the National guard near the republican Central committee of the Twenty districts, but it separated some quickly.
Radical politician
At the beginning of the Third Republic, it was elected city council man of Joinville-le-Pont.
Jules-Ferdinand Baulard sits at the General advice of the the Seine as a representative of the canton of Charenton-the-Bridge (which included/understood Joinville-le-Pont) where he is elected in 1881 then re-elected in 1887.
At the time of the legislative election of September 22nd 1889, Jules-Ferdinand Baulard is candidate of the opponents to the populist candidate, the Boulanger general, in the 2nd district of Sceaux (the Seine), which corresponds to most of current the the Valley-of-Marne. he was elected with the second turn with 6.839 votes out of 13.097 (52,2%).
He was re-elected as under the radical label and layman on August 20th 1893 with 6.181 votes out of 12.255 voters (50,4%). May 8th 1898, it obtains a third mandate with 9.121 votes out of 18.363 voters (49,7%). With the House of Commons, it dealt especially with the labor exchanges for the workmen. Member of the Commission of work, he is author of a private bill on the financing of a case for the industrially disabled persons.
Jules-Ferdinand Baulard does not represent himself at the time of the legislative election of 1902. He dies on April 7th 1910 with Joinville-le-Pont (the Seine).
